Present only a small and generally indirect risk of environmental <br /> <br />harm; or <br /> <br />2. Do not provide a substantial economic benefit to the violator; or <br /> <br />3. Do not cause the government or other members of the public any <br /> <br />clearly identifiable extraordinary expense. <br /> <br />Examples of Class III violations: <br /> <br />1.
