Present a real possibility of significant environmental harm; or <br /> <br />2. Are likely to provide a substantial benefit to the violator; or <br /> <br />3. Cause the government or other members of the public to incur clearly <br /> <br />indentifiable extraordinary expense; or <br /> <br /> 4. Involve a failure to meet a legal requirement to abate an identified <br />risk to the environment or human health. <br /> <br />Examples of Class II violations: <br /> <br />1. Shipping or transporting wastes without a manifest. <br /> <br />2. Failure to keep a system of records regarding the distribution or <br /> <br />disposal of hazardous wastes. <br /> <br />3. Fail,ire to File a disclosure after receiving rlotiFicati(~n to do so. <br /> <br />4.
