The contents of the plan is the resuIt of many hours of discussion
(approximately five meetings) some disagreement, review of materials, but most
importantly, a strong commitment on the part of the task force to provide the best
service for the fewist amount of dollars. To that extent, the committee has performed in
an exemplary manner.

BACKGROUND:

The rationale to conduct a review of the Ramsey Community School operation included:

First, it is a good practice to conduct a thorough review of any program or service
on a regular basis. The Ramsey Community School operation has not been
reviewed.

· Second, with the resignation of Mare Hadley, the timing to conduct such a review
seemed appropriate.

. Third, to examine a broader more community service/human service concept as
compared to the current community school concept.

. Fourth, the need to enhance coordination and communication among school, city,
and the community.

· Fifth, to explore ways to maximize use of tax dollars.

With those points as the foundation, a meeting was held with the advisory eouneiI to
discuss the idea of a review. After some discussion and clarification, the advisory council
unanimously endorsed the idea. Following the meeting with the advisory council, a
breakfast meeting was held involving Tom Garnet, Gary Reimann, Lloyd Schnelle, Mare
Hadley, and Jim Stewart to discuss the review. At that meeting, it was quite clear that
the proposal made a great deal of sense, and the city council adopted a formal resolution
to conduct a review of the Ramsey Community School ope.ration. Furthermore, the
council directed that the task force come back to the council in December with
recommendations. Appointed to the task force were:

Tom Ihrke representing RYAA
Tim Kelsey representing AAHA
Alice Rasmussen representing Ramsey Advisory Council
Dorothy Stadfelt representing Ramsey Advisory Council
Paul Reifenberger, Principal
Steve Onstad, interim Community School Coordinator
Dennis Donovan, Park Board
Curt Titterud representing the senior citizens
Gary Reimann representing Ramsey City Council :
Barb Boelter representing Ramsey School staff
Jim Stewart, ex-officio

1 of 5
