Testing will be done again in <br />January and Ramsey should have more information regarding the nitrate <br />situation. The County bas requested Waste Management to prepare a groundwater <br />study by June 30, 1985. ~he County is installing 20 monitoring wells, 4 of <br />which will be replacing old wells; these wells will be monitored 3-4 months <br />and a report will be prepared. <br /> <br />Mayor Heitman requested that Mr. Raatikka provide him with information <br />regarding landfill monitoring, types of substances tested for, normal ranges <br />and a comparison of Ramsey's situation in respect to the norm. <br /> <br />Councilmember COx stated that there have been problems in the past with <br />irregularities and instead of doing something about it, the County installs <br />another monitoring well and walks away from their responsibilities at the well <br />showing problems. <br /> <br />Councilmember Reimann noted that the Landfill Monitoring Reports are still not <br />legible; this Council, in the past, has requested the County to provide more <br />legible reports. <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember COx directing <br />City Staff to issue a letter to the County Health Department regarding the <br />legibility of the well monitoring reports. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, COx, <br />Reimann and Schlueter. Voting No: None. <br /> <br />Mr. Schnelle advised Council to obtain from the County a verbal review of the <br />groundwater study when it is oompleted. <br /> <br />Councilmember Cox stated that 3 years ago, Ramsey requested the County to <br />upgrade their monitoring system; when something goes wrong, they install <br />another monitoring well and abandon the one showing problems; Ramsey should <br />bring this issue to a head and begin to bold Mr. Hutch/son at the County <br />office accountable. Councilmember Cox stated that it is time for this Council <br />to let the County know that Ramsey wants answers and facts and that we will <br />not allow them to put us off another four years. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Re/mann that the <br />letter to be issued to the County Health Department regarding legibility of <br />well monitoring reports also include Ramsey's request that the County provide <br />Ramsey with the personnel to review and answer any questions regarding the <br />groundwater study within a reasonable amount of time after that study is <br />completed. <br /> <br />Further Discussion: Councilmember Cox noted that local legislators will be at <br />Greenhaven on ~hursday, January 10, 1985 and they should be made aware of the <br />imposition the landfill has put on the tax base in this comunity. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, COx, <br />Reimann and Schlueter.
