I <br />I <br />I <br />I <br />I <br />! <br />I <br />I <br />I <br />i <br />i <br />! <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Councilmember Cox noted that Ramsey has received the Certificate of <br />Conformance 4 years in a row; just before the election all he heard was that <br />nothing was right in Ramsey. <br /> <br />c) Informational Regarding Audit Requirements of Federal Funds (Revenue <br /> Sharing and Grant Funds )- <br /> <br />Mayor Heitman inquired as to additional costs incurred by these new audit <br />requirements. <br /> <br />Ms. Haapala replied there will not be an unexpected audit cost in 1985 because <br />these programs were due to be audited in 1985; beginning in 1986, an annual <br />audit cost will have to be budgeted. Ihe last audit of this type was between <br />$00 and $50O. <br /> <br />d) Minnesota Financial Health Program Report And ~e City Finance <br /> Department's Response To ~his Report- <br /> <br />Ms. Haapala reviewed the report with Council and pointed out Ramsey's <br />standings in comparison to City's of comparable size. Some highlights of Ms. <br />Haapala's review were that during the past 5 years Ramsey had more of an <br />increase in population, market valuation, building permits, etc. than other <br />oo~unities oomparable in size; Ramsey's total expenditures, debts, etc. are <br />lower, in some cases 60%, than communities of the same size. Ramsey's present <br />per capita expenditure is 46% below the average of other communities. <br /> <br />CAse #2: Ramsev Resident Newsletter.. <br /> <br />Greg Bergeron of Bergeron and Associates was present. Mr. Bergeron stated <br />that his oontract with Ramsey calls for a reviewal after the 3rd issue of the <br />newsletter has been published and would like to make his report at this time. <br />Mr. Bergeron stated that it seems that the mailing and distribution problem <br />has been solved. <br /> <br />Gouncilmember Reimann stated that he still is not receiving the Ramsey <br />Resident. <br /> <br />Mr. Bergeron stated his staff will look into why Councilmember Reimann is not <br />receiving city-wide mailings. <br /> <br />Mr. Bergeron stated that City Staff has been very helpful with the newsletter <br />but there are some financial problems. ~e newsletter is supported by the <br />sale of advertisement space and there are not enough residents in Ramsey alone <br />to warrant a business buying oostly ad space in the newsletter; note that the <br />reason ad space is so costly in the newsletter is because only 33% of the <br />paper is used for advertising. Mr. Bergeron stated that to this point, his <br />oompany has not made a profit on the newsletter. Comments from businesses is <br />that the cost of advertisement space is too costly and they will consider <br />purchasing ad space when the potential customer coverage increases <br />signficantly. Mr. Bergeron stated that there are now two options: 1) Cease <br />the newsletter; or 2) Reduce the cost of ad space and increase citizen <br />ooverage by going to a tri-city newsletter with Anoka and Andover.
