iMayor Gamec inquired if there would be any problem with the City requesting an easement to be <br />deeded to the City at the time of development. <br /> <br />Councihnember Zimmerman explained there would be a separate deed deeded to the City. He <br />has seen situations with lots being divided into 80 or 100-foot lots with the property owner being <br />required to purchase three of them. This went well for two to three years, but the property <br />owners then began questioning Why they should pay taxes on the extra lot when the sewer and <br />water will not be coming up for 20 to 30 years and they will not realize the money they are <br />paying in taxes. The lots in this area went into tax forfeiture. He indicated the ghost platting is a <br />good idea because it still retains ownership to one person. <br /> <br />Cotmcilmember Cook suggested they may also want to consider ghost mapping with two houses <br />on two acres, which would eventually be four houses on two acres. <br /> <br />Mayor Gamec directed staff to have the Planning Commission look at densities. <br /> <br />Councihnember Kurak suggested the different characteristics of the property be looked at when <br />considering the size of the lots. <br /> <br />Mayor Gamec commented there was a 20-acre parcel that did a cluster development but only <br />used 25 to 35 percent of the land. 15 units were put on the five acres, and the remaining 15 acres <br />were required to show future subdivision and be planned with septic. This type of situation <br />would allow the creation of clustering, but would also keep the open space. <br /> <br />Councihnember Zimmerman commented with this type of situation the area that is not developed <br />and put into an outlot would work if sewer and water were to come in five years. However, if it <br />would not be serviced for 20 years, and if it were made into an outlot, it would hurt the <br />developer, and it would go back to tax forfeiture. Instead of an outlot they might want to leave <br />one of the lots with 15 acres. <br /> <br />Associate Planner Geisler indicated she will look at different configurations of the Tiger <br />Meadows plat with the Planning Commission. <br /> <br />MAYOR AND COUNCIL <br /> <br />Boy Scout Camp <br /> <br />Councihnember Elvig reported the Boy Scout Camp has had an offer and several inquiry letters. <br />They have put it to the task of asking the treasury people who initiated that camp and donated the <br />property, and asked them if it is a good idea if they look at a certain amount of dollars. The next <br />step in their process is to send it out to all their volunteers and heads of certain areas. There are <br />14,000 volunteers in the Council that are weighing in. Most of the thought process is to not sell <br />the camp. The staff would like to sell it and put money into improvements at other camps. The <br />volunteers and the pack leaders and the other coordinators are looking at not selling the camp <br />unless they can buy another camp close in. One of the things asked in the board meeting is <br />whether the City of Ramsey would force the camp to hook up when there is sewer and water.
