Associate Planner Geisler explained this case is going to the Planning Commission on Thursday <br />to begin the process to determine changes to be made to the Rural Developing Ordinance. Staff <br />would like input on what the Council would like to see in the ordinance and what they do not <br />want to see. <br /> <br />The Council discussed the following issues associated with development: <br /> <br />· Sewer and water availability <br />· Ghost mapping <br />· Clustering <br />· Outlots for road access in the future <br />· Open space, density, and the ability to build upper end projects with minimum lot sizes in <br /> certain areas <br />· A variety of lot sizes <br />· A variety of developments throughout the City <br />· Custom grading <br /> <br />Councilmember Cook directed staff to look into the state statute regarding the minimum acreage <br />required for a septic system. He stated the minimum may be 2-½ acres. This would relate to the <br />question if property owners should be allowed to build more units than the City's zoning <br />currently al lows. <br /> <br />Councihnember Pearson stated he would like to have the Planning Commission present during <br />this discussion. <br /> <br />Councihnember Cook stated the systems that would be put in if multi-family dwellings are <br />allowed are not meant to go indefinitely. They would likely only last 20 to 25 years and sewer <br />and water would then be needed. <br /> <br />Councilmember Cook commented with all the different layers of planning the City is doing, <br />when they have a green space plan it will show the density and areas that will be preserved for <br />green space. <br /> <br />Councihnember KUrak requested a meeting with the Council and the Planning Commission <br />regarding this issue. <br /> <br />Associate Planner Geisler indicated the following issues will be discussed with the Planning <br />Commission, due to the Council's discussion: <br /> <br />· Flexibility in lot size <br />· A relationship to septic capabilities <br />· Open space for the first round of development, with the potential for later development <br /> being a big concern <br />· Road connections <br />· How to transition fi'om the first round of development to additional development <br />· Custom grading <br />· The development looking past its own border so things fit together <br /> <br />City Council Work Session/June 1, 2004 <br /> Page 6 of 8 <br /> <br /> <br />
