Case #12: Request for Site Plan Review; Case of Rotary Systems <br /> <br />Community Development Director Frolik explained R.J. Ryan Construction has applied for site <br />plan approval to develop Lot 2, Block 1, Sunfish Business Park Second Addition for Rotary <br />Systems. R.J. Ryan Construction and Rotary Systems are proposing to construct a 30,240 square <br />foot multi-tenant building on the 2+ acre lot. Rotary Systems will own the building and occupy <br />approximately 1/3 of the structure; the remaining space will be leased to other tenants. The <br />property is zoned E-1 Employment and office/warehouse is a permitted use in that district. The <br />facility will have one public access onto Azurite Street NW and it will be served with municipal <br />water and sanitary sewer. The proposed project complies with all of the building setbacks and lot <br />coverage restrictions. Ail parking and maneuvering areas on the site will be paved and finished <br />with B612 concrete curbing. She stated in accordance with City Code architectural standards, the <br />exterior finish on the building is proposed to be pre-cast panels of exposed aggregate, with some <br />rock face block accents around the front entry. The proposed height is 27 feet, which complies <br />with City Code. The nmnber of loading docks and berths exceed City Code requirements, and <br />they are located on the rear wall of the building. The fixture specs and drawings for the exterior <br />lighting must be submitted for review and approval. She stated a waste storage area consisting of <br />rock face block walls with a wood cedar gate is proposed along the rear wall of the building <br />which complies with City Code. She noted the City Engineer has determined that the Grading <br />and Drainage Plan is acceptable and a permit from the Lower Rum River Water Management <br />Organization will be required. She indicated the site plan reflects that the 20 foot wide green <br />space area required adjacent to Azurite Street will be provided. A minimum of 34 trees and 100 <br />shrubs are required on the site. The Landscape Plan proposed 32 trees and 100 shrubs and has <br />been modified to include 2 additional deciduous trees. She stated the Planning Commission <br />reviewed the site plan on July 1 and recommended City Council approval contingent upon <br />compliance with Staff Review Letter dated June 23, 2004. <br /> <br />Motion by Councihnember Elvig, seconded by Councilmember Cook, to approve the site plan <br />for Rotary Systems contingent upon compliance with City Staff Review Letter dated June 23, <br />2004. <br /> <br />Councilmember Elvig expressed his thanks to the builder for his efforts on the project and stated <br />it looks great. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Cook, Pearson, Strommen, <br />and Zimmerman. Voting No: None. Absent: Councilmember Kurak. <br /> <br />Case #13: <br /> <br />Adopt Resolution and Ordinance Authorizing the Sale of That Part of Lots 2, <br />and 2A, Block 1, West Radium Business Center First Addition, Anoka <br />County, Minnesota, Lying Northerly of the Southerly 167.00 Feet Thereof <br /> <br />City Attorney Goodrich stated that the City has completed negotiations with Huntington Family <br />Properties, LLC and now needs to deed the property to them to complete the transaction. On June <br />22, 2004, the City Council introduced an ordinance to authorize the sale. That ordinance is now <br /> <br />City Council/July 13, 2004 <br />Page 20 of 24 <br /> <br /> <br />
