Utility substations shall be subject to the following standards: 1) All substations shall be subject to the site planning requirements set forth in Article __; and 2) New substitutions or refurbishment of existing substations shall be compatible in height, scale, building materials, landdscap- ing and signing with the surrounding natural environment or land uses. Screening by natural means is encouraged and should be compatible with the surrounding environment. d) Pipelines. Pipelines and underground utility facilities shall be subject to the following stand- ards: 1) All pipelines and underground facilities shall be subject to the site planning require- ments set forth in Article 2) The facilities shall be located to avoid wetlands, woodlands and areas of unstable soils; ar~ 3) All underground placing of utility facili- ties and pipelines shall be followed by reveg- etation and rehabilitation to the conditions which existed on site prior to development. 2) Public and Private Roads and Railways.
