I <br />I <br /> <br /> I <br /> I <br />;! <br /> I <br />I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> ! <br /> <br />PLANNING AND ZONING COMMISSION <br />CITY OF RAMSEY <br /> ANC~A OGJNTY <br /> $~TE OF MINNESfXI~ <br /> <br />A regular meeting of the Ramsey Planning and Zoning Commission was held on <br />Tuesday, December 4, 1984 at the Ramsey Municipal Center, 15153 Nowthen Blvd. <br />N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mr. Kenneth Peterson, fhairman <br />Mr. Gerald Zi~merman <br />Mr. Benjamin Dee~er <br />Mr. Terry Hendriksen <br /> <br />Also Present: <br /> <br />City Attorney William Goodrich <br />City Building Official Clayton Berg <br />City Planner Anne Norris <br /> <br />Members Absent: <br /> <br />Mr. C~arles LaDue <br />Mr. Lee Johnson <br />Dr. Duane Kennen <br /> <br />Chairman Peterson called the regular meeting of the Planning and Zoning <br />~ission to order at 7:36 p.m. <br /> <br />Roger Hermanson - 15115 Garnet St. D~ - Stated that on Sept~pber 10, 1984, <br />this Planning Oorm~ission denied Waste Management's request for an expansion <br />permit and he feels that this mining permit falls into the same category. <br /> <br />Chairman Peterson replied that the C~,,,ission's action at that time was in <br />regards to expansion and this request for a mining permit is not an expansion. <br /> <br />CoJ,~,issioner De~er stated that the mining permit is to excavate dirt for <br />cover at the existing landfill. <br /> <br />City Attorney Goodrich stated that legally speaking, the Commission, in it's <br />decision making process, must divorce the intended use from the act of <br />extraction. <br /> <br />Douglas Fountain - 15255 Garnet St - Stated that this request for a mining <br />permitbyWasteManagement is essentially another form of a conditional use <br />permit wich will allow removal of soil from one area to cover waste at the <br />landfill site. Even though a mining permit will not expand the landfill <br />acreage wise, Waste Management will be acoomplishing what they requested in <br />May of 1984 and were denied in Sept~msber of 1984. We will be forced to <br />continue to put up with the smell, noise,-dust and property devaluationaswas <br />recognized by Council and added to their findings of fact on September 10, <br /> <br />Page 1 of 10 <br /> <br /> <br />
