Public hearings for temporary conditional use <br />permits may not be required by law, but this is an important issue and the <br />citizens should be allowed to find out Waste Managements goal and ultimate <br />plan for achieving that goal. Seven of the 8 candidates seeking election to <br />Council in November ran on a plank of coninunication in government and <br />Colncil's decision two weeks ago not to require a public hearing on this issue <br />reaffirms the fact that there is no oommunication between Ramsey government <br />and it's constituents. Requesting that this Commission reoommend that Council <br />do conduct a public hearing on Waste Manag6~nent's request for a mining permit. <br />Mr. Fountain then inquired if Chairman Peterson's wife is employed by Waste <br />Management, if Mr. & Mrs. Peterson own stock in Waste Management and if Mr. <br />Peterson didn't excuse himself from discussions and voting on Waste <br />Management's request for expansion. Mr. Fountain suggested that Chairman <br />Peterson excuse himself from discussions regarding the mining permit also. <br /> <br />Chairman Peterson declined to answer. <br /> <br />Commissioner De,er stated that Mr. Fountain is misinformed regarding the <br />current landfill and his conception of what is happening at the site is 180 <br />degrees out of ~hase. Waste Management has a permit to place a certain amount <br />of cubic .yards of waste at the site and when that is acoomplished, the site <br />will be closed. Until the site is full, it will not be closed. <br /> <br />Doug Fountain stated that when he built in Ramsey in 1977, he was informed by <br />City Staff that the landfill site would be closed in 1979 or 1980 at the <br />latest. At that t/me the site was to be developed into a park or ski hill and <br />this is documented in Council minutes. Mr. Fountain stated that if he is 180 <br />degrees out of E~hase it is the City's fault. <br /> <br />~PPRUVAL OF AGENDA <br /> <br />Commission consensus was to approve the agenda as suk~itted. <br /> <br />PJBLI C HEARING <br /> <br />Chairman Peterson adjourned the regular meeting at 7:45 p.m. in order to <br />conduct the following public hearing. <br /> <br />Request by River's Bend Properties to rezone property in southeast <br />oorner of City from UB (Urban Business) to UMB (Urban Multiple <br />Business). <br /> <br />Chairman Peterson called the regular meeting back to order at 8:00 p.m. <br /> <br />APPROVAL OF PLANNING AND ZONING COMMISSION MEETING MINUTH~ <br /> <br />Oonimission consensus was to table approving the following minutes until the <br />next regular meeting: <br /> <br />1.
