I I I Motion by Councilmember Schlueter and seoonded by Councilmember Van Wagner to hire Mr. Jmes Way as a full time police officer at a starting wage of 79% of top patrol pay, based upon the reconm~ndation of fhief of Bolice Mike Auspos, Further Discussion: Councilmember Reimann stated that there are still some questions that need to be addressed. Motion carried. Voting Yes: Mayor Gamec, Oouncilmembers Sorteberg, Schlueter a~d Van Wagner. Voting No: Councilmember Reimann. ~ lDtroduction Of Ordinance ~8_4-~20~ Case ~Of._Rum River Hills (buncil noted receiving Ordinance ~84-20 which proposes to oonvey White Pines Estates Park land to the Rt~n River P.U.D. developers. a) Long Term Financial Plan - Mayor Gamec stated that the Long.Term Financial Plan is basically just a plan to see where the City will be going in the future. Mayor Gm~ec noted that the plan proposes a public works building to be funded by bonding; Mayor Gamec suggested that a less expensive way to pay for a public works building would be to find a developer to oonstruct the building and the City could use the interest from the money obtained on the landfill sale to go into a lease/buy back arrangement with the builder. Mayor Gamec stated that these kinds of projects should be earmarked for landfill interest money; it is an excellent way to put the money to work without spending the principle. Mayor Gamec also suggested that a large eno,ugh parcel of land be planned for public works building use so that all activity even closely relating to public works can be centralized at one location. Mayor Gamec also noted that in the future additional space will be needed at City Hall for just the day to day business, Discussion ensued regarding expanding into the second floor of the fire barn, Discussion ensued regarding the a~ount of paperwork that is generated at City Hall and maybe tanks handed to City Staff are going to have to be more carefully scrutinized for real necessity and the need to plan ahead for additional personnel. Mr. Schnelle stated that he believes Ramsey is the only city required to prepare a long term plan; it was a very time consuming and difficult task and it will get more difficult as years go by because there will be even more to project as the City grows; the plan requires input and feedback from Gouncil. Mr, Schnelle also oo~m~nted that Council has no concept as to the amount of work carried on by City Staff; no concept of the amount of time it takes to prepare agendas and to carry out Council motions, Councilm~mber Reimann stated that Staff should keep Council aware of the workload and how it is being handled so as not to ever get behind.
