One issue is the <br />metro mean; every year we hear that we have to get up to the Metro Mean and <br />every year we make increases but we never seem to catch up. Is Ramsey being <br />compared with similar cities or not? Oouncilmember Reimann stated that some <br />of the salaries being paid now can ~ompete with anywhere else in the Twin <br />City area and the City would be able to replace personnel with comparable <br />persons that would just need a little training. Ramsey should not be at 100% <br />Metro Mean and this has been the subject of most arguments in the Personnel <br />Con, hi t tee meetings. <br /> <br />Mr. Berg stated that the reason Ramsey does not catch up to the Metro Mean is <br />because Ramsey is not increasing by enough; Ramsey is always a little bit <br />behind. <br /> <br />Mr. Schnelle stated that Council has Staff's Request, Personnel Committee's <br />Reoommendation and A~inistration's Reo~,endation and his only argmment is <br />that he did back off on some of the items. <br /> <br />Mayor Gamec stated that the oonsensus seems to be that the oomp time issue <br />should be reviewed; and that he thinks the City will always be somewhat <br />understaffed. <br /> <br />Mayor Gamec stated that he does not have a problem with the Personnel <br />Co~nittee's recommendation except for the City Accountant position; that from <br />what he has seen, Ms. ~aapala oontinues to show more and more initiative; <br />strives for excellence and accomplishes many things on her own without any <br />help; what is being offered her is really unfair. <br /> <br />Councilmember Reimann stated that Ms. Haapala is making $26,955/year; in 1982 <br />the minim~ for her job classification was $20,000 and the maximum was <br />$27,000. In 1983 the percentages went up and the minimum was $21,000 and the <br />maxim~ was $29,000. Councilmember Reimann further oonm~nted that it hasn't <br />been that Ms. Haapala isn't getting raises or is being treated unfairly; the <br />reason is that she was hired as a bookkeeper, got a job title change which <br />altered the salary range and the metro mean changes accordingly. <br />Councilmember Reimann stated that nobody can claim that they have been <br />discriminated against in this City -- just look at the changes that have taken <br />place in Ms. Haapala's position. <br /> <br />Councilmember Van Wagner inquired if Ms. ]~aapala has been doing <br />the job. <br /> <br />Councilmember Reimann stated that he has been told that she is doing the <br />job. <br /> <br />Councilmezber Van Wagner stated that Ms. ~aapala has been doing her job just <br /> December 18, 1984 <br /> <br />Page 12 of 21 <br /> <br /> <br />
