I
!

I

I
I
I
I
I

I
I
I
I
I
I
I
!
I

as the City Administrator and Police Chief have been doing their jobs; in
which case why isn't Ms. ]~aapala being p~id the Metro Mean percentages just as
everyone else is? Councilmenber Yan Wagner stated that she can only see the
Personnel Committee's reco~mmendation as a blatant case of discrimination.

Oouncilm~r Reim~nn stated that the Metro Mean can go any way you want it
to.

Oouncil~r Van Wagner stated that in that case, it should be interpreted
the same for each category.

Councilmember Reimann stated that the Metro Mean is too high for Ramsey.

Councilmember Van Wagner stated that then the Metro Mean should be too high
all the way down the line of job classifications.

Mayor Gamec stated that the City has a good situation and probably should not
always look at something from a dollar figure standpoint.

Mayor Gamec also stated that he will not call it discrimination but what has
been happening in the Acoountant position and the person holding that position
is unjust.

Councilmember Reimann stated that a few years ago, the Personnel Committee was
told that salaries are not in reality and we have been trying to catch up to
the outside world ever since. CouncilOr Reimann stated that if salaries
were frozen and no increases were given, he doesn't feel anybody would be
dissatisfied; people on the outside aren't even getting raises; Ramsey is
paying good wages. Councilm~r Rei~nnn stated that he recently had his
taxes oomputed and ~ybe that is why he gets excited when he sees some of
these people getting raises and c~mp time. Councilm~r Rei~nnn stated that
he and Councilmember Sorteberg do not agree totally on what should be
reoor~nended and that is why the issue should be put off until next year; that
he and Councilmember Sorteberg are still working on it and that is why there
is no reoonm~ndat/on to Council at this t/me. Councilm~r Reimann stated
that he is withdrawing all his reco~m~ndations.

Council~er Schlueter stated that she does take some offense to the
discrepancy in the Accounting position; that during her b~o years in office
she has seen that Ms. ~aapala exemplifies a continual movement towards
excellence. Councilmember Schlueter stated that the r~ndations on the
employees and Administrator's position that is being considered are not out of
line and the salary increases should reflect Council's assurance to Staff that
they are doing a job and we are willing to psy the~ for the job they do.

Councilm~nber Reimann stated that if there were no Metro Mean percentages,
there would be nothing to go by other than the Personnel Committee's
reconm~ndation. Councilm~mber Reimann further stated that Ms. ~{aapala was
hired as a bookkeeper; when job titles are changed it throws the percentages
off; that is why Ms. ~aapala position looks out of place but it really is not.

Mr. Schnelle stated that he has 17 years experience as a City Administrator
and has worked with a lot of finance people and Ms. ]~aapala surpasses all of
them. Mr. Schnelle stated that she has earned certificates of conformance for
the City and carries out bond issues extremely well and this all means a lot
December 18, 1984
