Waste Management is <br />proposing to operate in the soil cover borrow area during normal landfill <br />operation hours - 7:00 a.m.-5:00 p.m. week days and 7:00 a.m.-2:00 p.m. on <br />Saturdays. Waste Management is proposing not to use Sunfish Blvd. in <br />transporting the soil, it will be transported across property lines. ~he <br />roads will be watered for dust oontrol. <br /> <br />Onairman Peterson inquired as to any plans for fencing. <br /> <br />Mr. Otter replied that he doesn't feel fencing would be necessary as there <br />should be no h~nan risk because of the cut and slope of the property. Mining <br />will be done in gentle slopes; there will be no dangerous slopes. <br /> <br />~ommissioner Deemer stated that a good reason for a fence would be restrict <br />access from Cty. Rd. ~57; this has been a constant problem area. <br /> <br />Mr. Otter replied that Waste Management oould gate or block that access <br />without fencing in the entire property; even remove the access. <br /> <br />Mr. Goodrich inquired as to oommencement and termination of the mining <br />activity. <br /> <br />Mr. Otter replied that mining could possibly commence in the Spring of 1985 <br />and terminate in 1997. Mr. Otter explained that County ordinance requires 5 <br />years closure and 5 years post closure and it is possible that this ordinance <br />will be amended to extend closure/post closure an additional 10 years. Under <br />these circtlmstances, Mr. Otter explained that Waste Management could need fill <br />material off of the subject property until the year 2005. <br /> <br />Mr. Studer - 15235 Garnet St - Inquired as to what percent of the fill to be <br />mined will be used to extend the life of the landfill and what percent will be <br />used for closure/post closure. <br /> <br />Mr. Otter replied that he can't answer Mr. Studer's question; that there is no <br />way to estimate just what improvements are going to have to be made to the <br />site. Mr. Otter stated that he is aware that this soil borrow plan in no way <br />constitutes a formal expemsion of the landfill. <br /> <br />(~airman Peterson stated that the fill is required and Waste Management will <br />get from this subject piece of property or have to haul it in from somewhere <br />else. <br /> <br />Mr. Studer inquired if the fill will serve a dual purpose; to oover existing <br />materials at the landfill and extend the life of the landfill. <br /> <br />Mr. Otter replied that the fill will only be used to place the proper amount <br />of cover on materials received at the landfill. ~is does not extend 'the life <br />of the landfill; it is providing the soil oover necessary to achieve what <br />Waste Manag~nent has a permit to bring in. <br /> <br />Page 4 of 10 <br /> <br /> <br />
