I <br />I <br /> <br />O~I~N~ 185- <br /> <br />An Ordinance promoting the health, safety and general welfare of <br />the citizens of Ramsey, l~innesota, by amending the zoning chapter <br />of the City Code, adopting new sections and czeattng an <br />envi rom~enf~l peri, it. <br /> <br />SECTION I Chapter 170.01 of the Code of the City of Ramsey <br /> i~ hereby amended by adding the following section. <br /> <br />170.0112 ~~ ~~I~ <br /> <br />I 170.0112A Fir~ir~_~_ ~ Pu _r!~se <br /> <br />I <br />I <br /> <br />Statutory Authorization: This ordinance is adopted <br />pursuant to the authorization contained in the Laws <br />of l~innesota 1973, Chaper 379, and in furtherance <br />of the policies declared in l~innesota Statutes <br />1976, Q~apters 105, 115, 116 ar~ 462. <br /> <br /> b) Policy: The uncontrolled use of shorelands of the <br /> City of Ramsey affects the public health, safety <br />I and general welfare not only by contributing to <br /> pollution of public waters, but also by impairing <br /> the local tax base. Yherefoze, it is in the best <br />I interest of the public health, safety and welfare <br /> to provide for the vise development of shorelands <br /> of public waters. The Legislature of I~innesota has <br /> delegated responsibility to the municipalities of <br /> the state to regulate the subdivision, use and <br /> development of the shorelands of public waters and <br /> thus preserve and enhance the quality of surface <br /> waters, preserve the economic and natural environ- <br /> mental values of shorelands, and provide for the <br /> wise utilization of waers and related land <br /> resources. This £esponsibility is hereby recog- <br /> nized ~ the City of <br /> <br />I ~he City Council o.f the City of l~amsey finds that <br /> the llississippi R~vez Cozzido£ within the City of <br /> <br /> Ramsey is a unique and valuable local, state, <br />I regional and national resource. The river is an <br /> essential element in the local, regional, state <br /> and national transportation, sever and rater and <br /> <br />i recreational systems and serves important <br /> biological and ecological.functions.
