The preservation of trees and wood- <br />lands, marshes, swamps, wetlands, drainage way~ and <br />water courses ~ithin the Critical ~rea District <br />serves important eco~ogical, recreationa~ and <br />aesthetic functions to the benefit of existing and <br />future residences of the City and, therefore, is tn <br />furtherance of the hea~th, safety and general <br />~lfare of ~e Ci~. <br /> <br />In addition to the Critical Area District, the City <br />Council of the City of l~a~sey finds that the <br />wetlands are a valuable local, state, regional and <br />national resource. Yhe wetlands provide recreation <br />and serve as drainage areas, important biological <br />and ecological functions. <br /> <br />It is the purpose and intent of this section to pre- <br />vent and ~itigate irreversible damage to these <br />natural resources and to preserve and enhance their <br />values to the public. Development shall be so regu- <br />lated so as to minimize the risk of environmental <br />damage to these areas. By doing so, private home- <br />maners and governmenal units are protected fro~. in- <br />curring high maintenance and capital costs <br />resulting fro~ ~e necessity to correct the defic- <br />iencies encountered as a result of inappropriate <br />or ~o~r ~elo~. <br /> <br />170.0112B ~fahlimt of District <br /> <br />I This section shall apply to all public and private <br /> lands ~ithin the following described districts as shown <br /> <br /> on ti~e official enviror~ental overlay map. <br />I a) The Critical Area Overlay District.
