I <br />I' <br /> I <br />I <br /> <br />Hakanson Anderson Associates, Inc. <br /> <br />222 Monroe Street engineers and surveyors <br />Am~ka, Minnesota 55303 612/427.5860 <br /> <br />February 14, 1985 <br /> <br />I <br />I <br />I <br /> <br />Mr. Kenneth Peterson, Chairman <br />Ramsey Planning & Zoning Commission <br />City of Ramsey <br />15153 Nowthen Boulevard <br />Ramsey, MN 55303 <br /> <br />Re: Preliminary Plat Review of Kovar Addition <br /> <br />Dear Mr. Peterson: <br /> <br />We have reviewed the preliminary plat and soil tests for the Kovar <br />Addition which is located in the 1990 urban area of the City. <br /> <br />Following is a list of comments resulting from our review: <br /> <br />The plat consists of six one-acre commercial lots, which <br />conform to the area and frontage requirements of the City <br />Code. <br /> <br />$ <br /> <br />The drainage plan did not indicate how drainage would be <br />handled. <br /> <br />This plat lies in the City's west Drainage District. Under <br />the City's Comprehensive Storm Drainage Plan, this plat is <br />proposed to drain to the Mississippi River in the future. <br />However, as previously stated in our December 4, 1984 <br />letter, it may not be feasible to provide a drainage outlet <br />to the river. Therefore, interim drainage provisions will <br />have to be made. Interim drainage provisions could include <br />on-site ponding and/or stormwater detention on roof tops and <br />parking areas. <br /> <br />In review of the Anoka County Soils Survey, the soil on the <br />plat is Hubbard coarse sand which is suitable for on-site <br />wastewater disposal. However, due to the rapid permeability <br />of the soil, the design of an on-site system may require a <br />soil liner to slow the percolation rate. <br /> <br />Based on the soil borings provided, mottling of the soils <br />occurred at elevation 857.5. Therefore, the drainfields <br />should be placed at a minimum elevation of 861.5. To <br />accomplish this, filling or construction of special designed <br />on-site sewage disposal systems will be required. <br /> <br />civil · municipal · planning · soils · land surveying <br /> <br /> <br />
