FENCES Fer~cing, landscape growths, and/or hedging in front of the principal structure's actual front and side yard setbacks arid as extended to the parcel's boundary lines where necessary, shall not exceed 48 inches in height. Fencing r~aterial shall consist only of wood and/or woven wire. Nc, c, ther types of r~aterial shall be permitted except for agricultural uses. Fences shall be located entirely on the owner's property and the fence location and placement shall be the owner's respon- sibility. EXTERIOR MATERIALS The tupe of building r~aterials used on exterior walls shall be face brick, natural stone, specifically designed precast con- crete, factory fabricated and finished metal frame paneling, glass or other materials as ~ay be approved by the Planning Com~issior~ and City Council. Every exterior wall, foundation and roof of any building or structure shall be reasonably watertight, weathertight, and rodent proof and shall be kept in a workmanlike state of maintenar~ce and repair. Exterior walls shall be ~aintained and kept free from dilapidation by cracks, tears or breaks or fro~ deteriorated plaster, stucco, brick, wood or other ~ateriaI that is extensive and gives evidence of long neglect. The protective surface on exterior walls of a building above ground shall be maintained in good repair so as to provide a sufficient covering and protection of the structural surface underneath against its deterioration. A protective surface of a building shall be deemed to be out of repair if: a. ~ore than 25% of the area of any plane or wall on which the protective surface is blistered, cracked, flaked, scaled or chalked away; or b. rm:,re than 25% of the pointing of any brick or stone is loose or has fallen out. SCREENING All screening must be approved by the Planning Co~ission and City Council.
