All land use proposals are evaluated against the numbered <br />criteria in the ALL DEVELOPMENT activity category which is <br />summarized on the ALL DEVELOPMENT: NUMBERED CRITERIA CHART. <br /> <br />(3) Evaluation <br /> <br />The performance of a particular development plan shall be <br />evaluated as follows: <br /> <br />(a) <br /> <br />Numbered Criteria. Each of the numbered criteria is <br />answered YES, NO, or NOT APPLICABLE. A NO answer to any <br />of the applicable numbered criteria will automatically <br />exclude the development from further consideration <br />unless granted a variance in accordance with this <br />section. A criterion is considered to be applicable if <br />it is reasonably capable of being applied to the devel- <br />opment. <br /> <br />(b) <br /> <br />Lettered Criteria. The development plan is evaluated <br />against each of the applicable lettered criteria and <br />assigned a SCORE. A criterion is considered to be <br />applicable if it is reasonably capable of being applied <br />to the development. Several criteria are applicable to <br />any development proposal and have been pre-checked on <br />the relevant chart. The numerical SCORE is assigned <br />based upon the following: <br /> <br />YES (+1)= for an adequate job of implementing the <br /> criterion. <br /> <br />VERY WELL (+2)= for an excellent job of implementing <br /> the criterion or for doing the best job <br /> possible, given the constraints and <br /> opportunities of the site. <br /> <br />NO (0)= for no effort or failure to implement the <br /> cri teri on. <br /> <br />Each lettered criterion has been preassigned a MULTI- <br />PLIER which determines the relative importance of that <br />criterion to the other criteria.
