request for plans indicating future elimination of the temporary access.
Commissioner Deemer stated that without that petition, the City will not get
the progress proposed 6 years ago with the original subdivision by DeZiel's,
Kovar and Carson.

Cormmissioner Zin~nerman stated that blacktop should be required on the
temporary access because City Council will not force the issue and the
temporary access will be there a long time.

City Attorney Goodrich arrived at this time.

Commissioner Zin~perman noted that there also needs to be a drainage plat for
the plat; suggested that a holding pond Gould be created between Lots 3 and 4.

Motion by Commissioner Deemer and seconded by Commissioner Zirmmerman stating
that this Commission is agreeable to the plat concept of Mr. Michael Kovar but
tables preliminary plat approval until the regular Planning and Zoning meeting
in March, 1985 for the following reasons:

1. Lack of thoroughness of drainage plan.

2. Commission desire to see a petition for a permanent service road to
the rear of the property.

Further, that if a petition for a permanent service road is not submitted
along with the preliminary plat in March, the plat will notbe approved.

Further Discussion: Commissioner Deemer stated that if the petition fails, he
can justify allowing front access off Hwy. Il0 based on the fact that the
developer did make an attempt towards progress. Mr. L. Klersy inquired as to
what procedure is used to initiate service road installation. Mr. Goodrich
replied that street improvements are initiated by a petition of the property
owners.

Motion carried.
and Zimmerman.
Hendriksen.

Voting Yes: Chairman Peterson, Commissioners Deemer, r~ue
Voting No: None. Absent: Commissioners Johnson, Kennen and

7he Con~ission authorized Ms. Norris to place an Informational Item on the
next Council agenda regarding the Kovar Plat and the issue of the proposed
service road, noting that any input can be provided to Ms. Norris or the
Planning Commission prior to the Planning and Zoning meeting in March, 1985.

~ ~ketch ~!~ .~view'~..~C~/S~.a..Of Mr. _curt l~,m~ma!a:

Deleted from agenda.

Discussion ~ega[d!ng:P~li~

~e Commission reviewed those public hearing guidelines Commissioners Deemer
and Zimmerman obtained at a recent seminar and those hearing guidelines
previously approved by the Commission to be included in all Planning and
Zoning public hearing mailings.
