can be on any size tract of land and if a problem of crowding too many animals <br />on a certain piece of property is found, the City can enforce the "Nuisance <br />Ordinance". <br /> <br />Co~mission and horse owners present agreed that the "Keeping Of Certain <br />Animals" Ordinance, the "Nuisance Ordinance" and an amended "Horse Ordinance" <br />will be adequate. <br /> <br />~he Commission proceeded to review that part of Mr. Hendriksen's letter which <br />requests that boarding of horses for neighbors and friends will not require <br />licensing by the City. <br /> <br />~he Commission requested that Mr. Schumway prepare and submit a suggested <br />inclusion in the ordinances regarding at what point boarding of horses will <br />require licensing. <br /> <br />Commission proceeded to review standards for 'Accessory Farm Building' and it <br />was determined to go with a 75' setback from the property line. <br /> <br />Commission proceeded to discuss 'Maximum Area of Accessory Structures'. <br /> <br />Mr. Shumway stated that he has been informed by attorneys that if the property <br />is predominantly agriculture, the owner can legally oonstruct 1200 square feet <br />of accessory building space for every 2-1/2 acres without obtaining a building <br />permit from the City. Mr. Shim]way stated that Ramsey's current ordinance is <br />too restrictive on building size in oomparison to how many animals are allowed <br />on the property. <br /> <br />Mr. Goodrich stated that he is not aware of any agriculture use that takes <br />precedence over city ordinances. Mr. Goodrich also commented that Council was <br />saying that 1200 square feet of accessory building space for every 2-1/2 acres <br />is agreeable when they approved Mr. Terry Hendriksen's variance for a building <br />permit. <br /> <br />Commissioner De~mer pointed out that at a recent seminar, it was made known <br />that a City is not bound by it's past mistakes. <br /> <br />Mr. Schumway repeated that his property is classified as farm for taxing <br />purposes and that classification entitles him to build up to 1200 square feet <br />of accessory building space for every two acres owned without obtaining a <br />building permit. <br /> <br />City Attorney Goodrich stated that he would research this point. <br /> <br />Commission proceeded to review "Fencing". <br /> <br />Consensus is that some research is necessary regarding the height restrictions <br />and material type for fences constructed within and beyond the front yard <br />setback. <br /> <br />Co~ission consensus is to eliminate entirely that paragraph specifying what <br />cannot be in the street right-of-way; it implies what can be placed or grown <br />in the right-of-way. <br /> February 19, 1985 <br /> <br />Page 5 of 6 <br /> <br /> <br />
