That the Criteria for Approval/Disapproval are as follows: a) That the Applicant's request is to utilize a portion of his detached garage to operate a video rental business in an R-1 residential district, and that properly main- tained, this should not be detrimental to or endanger the public health, safety or general welfare and is not oon- trary to other governmental standards or regulations; b) ~at the proposed use should not be unsightly or undesire- able or obnoxious in appearance and it should not hinder the orderly and harmonious development of the R-1 district of the City; c) ~hat adequate on-site parking and drainage will be pro- vided; and d) That the use will conform to the regulations of R-1 Residential District zoning except that a oonditional use permit is required. 7. ~hat the Performance Standards are as follows: a) That fire protection is provided by the City of Anoka and a video rental business in an R-1 residential district should not create a fire hazard; b) ~at electrical disturbances are not applicable; c) ~hat noise disturbance is not applicable; d) ~at vibration disturbance is not applicable; e) ~at malodorous gas or matter is not applicable; f) ~at air pollution is not applicable; ~at there will not be lighting devices which produce objectionable direct or reflected glare on adjoining property and thoroughfares; and h) ~hat no erosion by wind or water shall be permitted on the site. 8. ~hat the City of Ramsey reserves the right to inspect the property if it receives complaints from adjoining property owners.
