That the Criteria for Approval/Disapproval are as follows: <br /> <br />a) <br /> <br />That the Applicant's request is to utilize a portion of <br />his detached garage to operate a video rental business <br />in an R-1 residential district, and that properly main- <br />tained, this should not be detrimental to or endanger the <br />public health, safety or general welfare and is not oon- <br />trary to other governmental standards or regulations; <br /> <br />b) ~at the proposed use should not be unsightly or undesire- <br /> able or obnoxious in appearance and it should not hinder <br /> the orderly and harmonious development of the R-1 <br /> district of the City; <br /> <br />c) ~hat adequate on-site parking and drainage will be pro- <br /> vided; and <br /> <br />d) That the use will conform to the regulations of R-1 <br /> Residential District zoning except that a oonditional <br /> use permit is required. <br /> <br />7. ~hat the Performance Standards are as follows: <br /> <br />a) That fire protection is provided by the City of Anoka and <br /> a video rental business in an R-1 residential district <br /> should not create a fire hazard; <br /> <br />b) ~at electrical disturbances are not applicable; <br /> <br />c) ~hat noise disturbance is not applicable; <br /> <br />d) ~at vibration disturbance is not applicable; <br /> <br />e) ~at malodorous gas or matter is not applicable; <br /> <br />f) ~at air pollution is not applicable; <br /> <br />~at there will not be lighting devices which produce <br />objectionable direct or reflected glare on adjoining <br />property and thoroughfares; and <br /> <br />h) ~hat no erosion by wind or water shall be permitted on <br /> the site. <br /> <br />8. ~hat the City of Ramsey reserves the right to inspect the <br />property if it receives complaints from adjoining property <br />owners. <br /> <br /> <br />
