Motion by Commissioner Deemer and seconded by Commissioner LaDue to recommend <br />approval of an amendment to Chapter 170.01 of the Ramsey City COde by the <br />adoption of the chapter entitled Environmental Protection; further, that this <br />motion is made with certain reservations regarding the stipulation that all <br />non-conforming sewage systems be eliminated within 5 years. <br /> <br />Further Discussion: Commissioner Zinm~rman stated that it should be made <br />clear that this Commission recommends that the elimination of non-conforming <br />sewage systems be eliminated within 5 years of City notification to property <br />owner; not within 5 years of ordinance adoption. <br /> <br />Motion carried. Voting Yes: Chairman Peterson, Con~issioners Zin%merman, <br />De,her, LaDue, Johnson and Hendriksen. Voting No: None. Standard E~.~hlished I_D <br /> [bmpr.~hensjve _Pla~_._For_.~ R~sident~al .Dev~]~ _~ment In Rural Area- <br /> <br />Ms. Norris stated that this subject has come up for discussion as a result of <br />several requests for P.U.D. develotm~entwhich propose significantly lower <br />density than is set down in the City's Comprehensive Plan. <br /> <br />Commission reviewed memo from City Staff to Planning and Zoning Commission <br />dated February 5, 1985. <br /> <br />Ms. Norris explained that in order to get the sanitary water and sewer <br />connections, Ram~ey, through it's Comprehensive Plan, agreed to limit <br />develo~ent in the rural area until urbanization of the southeast corner has <br />been achieved. Ramsey has deviated from the 1 unit/10 acres stipulation and <br />now is developing at 1 unit/5 acres. <br /> <br />Commission consensus is that City Planner Anne Norris arrange a joint meeting <br />between the Planning and Zoning Commission, City Council and Metro Council <br />representatives regarding the density criteria set down in Ramsey's <br />Comprehensive Plan. <br /> February 5, 1985 <br /> <br />Page 3 of 7 <br /> <br /> <br />
