Commission oonsensus is that the following issues should be discussed at the <br />joint meeting: <br /> <br />If the Metro Council is going to hold Ramsey to the 1 in 10 density <br />requirement, what can they do to help Ramsey stimulate growth in the <br />Urban area? <br /> <br />w <br /> <br />~he density boundaries could be redrawn so that development north of <br />Trott Brook would be limited to 1 in 10 and the balance of the City, other <br />than the Urban area, could be developed at 1 in 5. <br /> <br />3. City Engineer should generate statistics regarding how many more units <br /> could be developed in the City going with a 1 in 5 density. <br /> <br />4. What is the total City acreage construed in City, State and County parks <br /> and wetlands. <br /> <br />Mr. Charles Weaver was present and stated that the developers of the proposed <br />Northfork project are doing marketing research and will provide the City with <br />the results of that research; it may show what kind of a market there is <br />for sewered lots versus the country sized lots with on site systems. <br /> <br />Commission discussed the fact that maybe the City should go for a 1 in 2-1/2 <br />acre density. <br /> <br />~he Commission discussed the fact that if a mechanism for higher density is <br />found, it will have to be consistent for all sizes of development; allowing <br />park land to credit towards area needed for a P.U.D. could set a precedent and <br />in the future it could result in no area being left to use as credit for <br />future developers requesting equal treatment. <br /> <br />Commission discussed the possibility of giving up some of our sewer capacity <br />to other cities; this would make sure the capacity gets used and other <br />development would be allowed in this City. <br /> <br />Renort..0n ._.zoq~ng Se~_in. arv By Co~ssioners C~rr~___Z!_r~merman And <br /> <br />Con~issioner's Zimmerman and Deemer attended a Zoning Seminar held on January <br />29, 1985. <br /> <br />Commissioner Zimmerman reported some of the highlights of that seminar: <br /> <br />1. Planning and Zoning Commissions should not get too bogged down in day-to- <br />day business; an annual meeting should be held to look at the long range goals <br />and do some brainstorming. <br /> <br />2. Statutory law overrides charter law. <br /> <br />3. With regards to expressed and implied laws, there are supreme court cases <br />on record where a city won it's case in denying a property owner permission to <br />build on property he owned that was in the flood plain. ~l~e expressed law was <br /> February 5, 1985 <br /> <br />Page 4 of 7 <br /> <br /> <br />
