Mr. John Stine replied that be was not with DN~ at the <br />time boundaries were aligned but he asstmms the decision was made to go with <br />highway right-of-ways because those were readily accessible. Mr. Raudio <br />stated that DNR restrictions limit development to only 30% of the property and <br />this makes it economically not feasible; Ramsey needs tax dollars and it is <br />critical to Ramsey and the landowners that this property is opened up to <br />corm~rcial and high density develol:ment. Ctmmissioner De~er stated that the <br />area in question is not on the Rum River, but on the River's backwaters. Mr. <br />Stine replied that the oxbow is o~ntiguous to the River and provides open <br />water access to the River. <br /> <br />Motion carried. Voting Yes: Chairman Peterson, (k~missioners Kennen, Deemer, <br />Zin~erman, Johnson, Rendriksen and LaDue. Voting No: None. <br /> <br />~ Informational Items: <br /> <br />a) Zoning Seminar on January 22, 1985 at Earle Brown Center in St. Paul - <br /> <br />Commissioners Zi~merman and Deemer expressed an interest in attending. <br /> <br />b) Public ~earing Guidelines P&Z Referred To City Attorney For l~eview - <br /> <br />Ms. Norris stated that City Attorney Goodrich saw no problem with the proposed <br />public bearing guidelines. <br /> <br />~ l~view, Of Environmental Protection Ordinance; <br /> <br />Mr. Raatikka stated that the Enviromnental Protection Ordinance drafted is a <br />combination of the Envirormmntal Ordinance and the Shorelands Ordinance. <br /> <br />Mr. Stine stated that this should be the last time DNR requires an ordinance <br />from Ramsey; this ordinance will not have significant impact on develolm~ent <br />other than setbacks and impervious surfaces. Mr. Stine stated that he is sure <br />variance requests will oome into the City regarding impervious surfaces and <br />added that DNR is flexible on the impervious issue. <br /> <br />Commission oonsensus is that this Oo~ission will conduct a public hearing on <br />the subject Environmental Ordinance on Tuesday, February 5,, 1985 at 7:30 p.m. <br />at Ramsey City Ball; this public hearing should be advertised in the Anoka <br />County Union. <br /> <br />Case ~6: Election ~Of Plann. ino and Zoniqg Co~ission.
