I
I
I
I
I
I
I
I
!

I
I
I
I
I
I
I

9, 1985; seems that the major it~ of ooncern is DNR restrictions on this
proper ty.

Molly Comeau of DNR stated that it is DNR's position that if a property is not
to be developed with single family residences, it has to be a P.U.D. with
cluster housing; DNR restrictions on the subject property would not allow for
cluster housing density.

Mr. Foster stated that he will be meeting with DNR on Friday, January 18, to
discuss the density issue. Mr. Foster stated that five years ago a deal was
made iD which the City, County and State benefitted and the land giver did
not; if the land giver does not receive some benefit, we will withdraw the
petition to rezone the property and proceed in a different direction. Mr.
Foster stated that the situation as it exists does not seem fair. Mr. Poster
added that the problem is with lot 2 which is proposed for multiple use; the
proposed use does meet the City's zoning requirements.

Roger Raaum - 371 Cooldige - Inquired as to the height of the units and
whether or not the trees between the subject property and residences on
Coolidge will be left as a buffer.

Con~nissioner Deemer stated that the developer is restricted to a 35' maximin
building height above the mean ground level.

Mr. Foster stated that the units are proposed to be 2-1/2 story; about a 30'
strip of trees will not be disturbed; and Mr. Raaum's dog kennel, which is
located on the subject property, will also probably not be disturbed.

Mr. Foster stated that it has been requested that DNR reconsider the amount of
property taken for Wild and Scenic area; in most areas, 400' was taken; also
requesting DNR reoonsider the ~{nount of property taken on a parcel just to the
north of this subject property.

Molly Comeau stated that the issue of pervious surface oover might also be a
problem.

pm~ission oonsensus is table preliminary plat approval until DNR and
velopers of River's Bend Properties resolve the density and pervious surface
robl~sns.

City Planner Anne Norris provided copies of proposed resolutions regarding
Ramsey's support of Ramsey Center Partnership in their attempts to develop at
densities specified in City Ordinance and Ramsey's request that DNR redefine
boundaries of Scenic River Land Use Districts.

Mr. John Stine of DNR stated that DNR will view these resolutions as that of
the City's feelsing regarding the boundary lines and that the City would like
DNR to recx)nsider district boundaries and that it was the City's intention,
though never recorded, to grant approval to the proposed develol~nent. ~hese
resolutions would be submitted to DNR Central Office as background material in
the case.

Motion by Con~nissioner De,her and seconded by Zinm~rman recommending that City
Council adopt resolutions regarding Ramsey's support of Ramsey Center

Page 6 of B
