Mike Gait, Mr. ~harles Weaver and Mr. and Mrs. Roger I~yer were present.

Mr. Gait stated that he is present tonight to inform Council of a P.U.D.
concept for that property formerly known as the General Mills property. ~he
proposal is to develop the property at a 1 unit/5 acres density rather than 1
unit/10 acres. ~he development will enhance the natural environment of the
property and comply with shoreland ordinances. Open spaces will be organized
in large oohesive masses for alternate future use as golf course, horse riding
trails, etc. Mr. Gait stated that the total project area is 1241 acres; 631
acres of lots, 5 acres public right-of-way, 560 acres of open space or 459
acres open space net of the lake, 252 single family dwellings, average lot
size of 2.5 acres.

Mr. Gait stated that the traffic engineer from his firm met with Ma/DoT a~d
the agree~nent was that the best access to the develo1~ment would be off Trunk
Rwy. 10 across the Burlington Northern Railroad right-of-way just north of the
weigh station.

Councilmember Cox complimented Mr. Gait on his presentation.

Mr. Gair requested Council's general reaction to the concept and requested
City approval to issue a letter of application to Mn/DoT for access.

Councilmember (Dx stated that Council reaction should be reserved until after
the joint meeting with Metro Council regarding rural density.

Mr. Berg stated that City support of the access application made to Mn/DoT
would be construed as City approval of the plat.

Councilmember Cox suggested that Ramsey could support the application to
Mn/DoT with the stipulation that it does not implicate that Ramsey approves
the plat.

Council authorized City Attorney Goodrich to prepare a resolution, for Council
adoption at their special meeting of February 27, 1985, regarding Ramsey's
support of Northfork Develolm~nt's application to Mn/DoT for access from Trunk
Rwy. 10 across Burlington Northern Railroad right-of-way. Refer to Council
minutes dated February 27, 1985 for further action.

Motion by Councilm~nber Reimann and seconded by Counci~r COx to adjourn
this meeting and that the unfinished business items be carried over onto the
special Council meeting of February 27, 1985.

February 26, 1985
