Discards]on fin Ass~ssr~_nt Methc~4s ~Y~r Etorm .~w~_r /mDrov~nts ].D
Watersh~d District ~:

City Engineer Raatikka explained the followin9 alternatives which have been
discussed for assessing on storm sewer improvements in Watershed District ~43:

1)

Bare the developer pey for storm sewer improvements needed in
Flintwood II - $151,000; this leaves a total of $82,000 which could
be assessed across the entire Drainage District #43 and amounts
to $53/acre.

2)

Bave the developer assessed for improvements in Flinb~ood II -
$151,000; City picks up 20% of the cost - $43,000; remaining
$37,000 assessed over the initial assessment area at about $123/acre.

Mayor Heitman noted that in these two alternatives that in addition to the
developer picking up the $151,000 for improvements in Flintwood II, the units
in Flintwood II would also be assessed as though they were existing residents
in Drainage District ~43.

City Engineer Raatikka stated that the negative concerns with the above
mentioned alternatives is that they eliminate the one-time assessment;
District ~43 may involve several storm sewer projects and all residents would
be subject to an assessment for each project. Mr. Raatikka also stated that
both of the alternatives discussed present major administrative problems.

Mr. Raatikka stated that the developer could appeal the additional assessment;
the developer's assessment of $151,000 is taking care of his storm sewer nccds
in Flintwood II; Mr. Raatikka stated that he feels the developer would win the
case if it went to court.

February 27, 1985

Page 14 of 21
