I <br />I <br />I <br />I <br />I <br />I <br /> <br />Mr. ~echne]]e Stated that the City should be consistent and require platting; <br />hardship is required for a metes and bounds subdivision. <br /> <br />Council discussed that it was intended for the 159th cul-de-sac to oonnect with <br />the Hedgehog stub that abuts the Wetter]ind property. <br /> <br />Mr. Goodrich noted that it requires more than an econemic hardship to allow <br />metes and bounds subdivisions. <br /> <br />Motion by Councilmember Cox and seconded by Councillma~ber Sorteberg to find no <br />hardship on which to base granting a variance to the platting requirements for <br />Mr. Lauren Wetterlind and to therefore deny the request for a metes and bounds <br />subdivision and refer the matter back to Planning and Zoning Commission for <br />platting consideration. <br /> <br />Further Discussion: Councilma~ber Sorteberg noted that Council is leaning <br />towards continuing plans for the future connection of 159th Lane and Hedgehog; <br />this would impact Mr. Wetterlind's lot alignment proposal. Counciln~a~ber Cox <br />stated that oonnecting 159th and Hedgehog would result in 2 one acre paroels <br />being split from Mr. Wetterlind's 10 acre pacel. Councilm~nkers Sorteberg and <br />Reimann stated that they would not oppose going with one acre parcels if it <br />would allow for the connecting of 159th and I~edgeho9. Counciln~mber Schlueter <br />suggested that Hedgehog be left as a dead-end stub; make provisions to assure <br />that 159th will access the parcel to the east of the Wetterlind's; it is not <br />Council's place to change the lot configurations beyond what Mr. Wetterlind has <br />requested. Counciln~nber Cox inquired if Counciln~nber Schlueter would have a <br />probl~ with the subdivision if it came back to Council with one acre lots, <br />which is less than what rural residential requirements specify. Councilma~ber <br />Scb_lueter stated that she would oonsider it from Mr. Wetterlind's position but <br />she is not going to assu~e that he desires to subdivide in that way and vote on <br />that ass~ption. Councilm~r Sorteberg inquired if Council is discussing <br />easements or built roads. Mr. Goodrich stated that platting requires built <br />roads; Council can name a time limit on road installation. Counciln~a~ber <br />Rein~ann pointed out that it was intended for cul-de-sacs to connect with <br />through streets for better road maintenanoe and polioe surveillance. Mr. Art <br />Raudio was present and stated that if the stubs are not going to be used, the <br />City should cease to require them, as they are an added cost burden for the <br />developers. <br /> <br />Motion carried. Request For Metes And Bounds Subdivision: case of MS.
