STAFF REPORTS a) Director of Technical Servioes- Council noted. b) City Assessor - Council noted. c) Chief of Polic- Council noted. ! ! ! ! d) City Engineer- Mr. Raatikka referred to that part of his Staff Report dealing with the R~ River Watershed and stated that he has attended a oouple of meetings and the conoensus is that Anoka, Andover, Goon Rapids and Ramsey should form the Lc~er R~n River Watershed and Burns, Oak Grove and East Bethel should form their (~n watershed. Mr. Berg noted that Burns does drain into Ramsey, and even if the amount of drainage may not be significant, the qt~_ity might be. Mr. Raatikka stated that Burns has a large land area with little develofment and including Burns in the same watershed as Ramsey, Andover, Anoka and Coon Rapids, and the assessment procedure proposed for that watershed, would involve a very hard assessment to Burns. Mr. Schnelle noted that Burns has contributed to drainage probl~s in Ramsey in the past. The Council discussed with Mr. Raatikka the need for alternative methods of assessing so that Burns can conceivably included in the same watershed as Motion by Councilm~nber Cox and seconded by Mayor ~eih~an that Burns be approached regarding entering into the Ru~ River Watershed on a partner basis with Ramsey and that Burns' response be brought back to Ramsey City Council. Further Discussion: Council~mber Sorteberg stated that Burns' will want to know what their costs will be. Councilm~nber Cox replied that going into a watershed with Ramsey should not cost Burns any more than if they go in with other cities. Mr. Raatikka stated that if the watershed districts are not established, the County will step in and do it. Councilmsmber Cox stated that the R~ River Watershed is just another goverr~ent mandate.
