I

I
I
I
I
I
I

!
i
!
!
I
!

Ben Moss - Stated that be realizes that this Council cannot answer to past
Council actions, but there should be some recourse when docunented proof is
presented proving street maintenance should be the City's responsibility.

Councilmember COx stated that there were no sealooating projects prior to
1979; that Council stated at public hearings that general maintenance like
patching, crack filling and snowplowing would be the responsibility of the
City; a decision regarding who pays for sealooating oosts was not made until
the first sealcoating project was initiated.

Les Martens - 161st Lane - Any of the sealcoating areas can petition and stop
the project; let the road deteriorate; and the City would have to patch and
fill the holes as part of normal maintenance.

Mayor Heitman agreed and stated that lack of sealcoating poses problems to
both the City and the residents.

Les Martens - Stated that he believes the property c~ners are the primary
benefited, but not the only benefited; people drive on his road to enter an
area park but do not help pay the sealooating oosts and he is helping p~y for
street maintenance for those residents on County roads through taxes.

Mayor Heitman stated that the City doesn't have to o0ntinue to assess
sealcoating to the benefited property ~ners, but he has not heard arty viable
alternatives to that procedure.

Morrie Mox - 16000 Armstrong Blvd. - Suggest calling sealcoating maintenance
and take it out of the City's General Fund.

Mayor Heitman - The citizens can petition for that type of a funding situation
to be set up in Ramsey by seeking the signatures of 35% of the registered
voters and calling for the issue to be brought to a vote of the public.

Morrie Mox - Stated that he suggested a viable alternative and added that he
can't access the road he is benefited by because the City won't all{m him to
and these are the types of things that should be rectified.

Motion by Councilm~nber Cox and seoonded by Counci~r Reimann to adjourn
this public hearing.

Motion carried. Voting Yes: Mayor Heitman, Councilmeabers Sorteberg, COx,
Reimann and Schlueter. Voting No: None.

The public hearing adjourned at 8:06 p.m.

Respectfully suk~itted,

Sylvia Frolik
Council Secretary

Lloyd G. Schnelle
City Administrator

April 9, 1985
