I <br />I <br />I <br />I <br />I <br />I <br /> <br />10 <br /> <br />I <br />I <br />I <br />I <br />i <br />I <br />I <br />1 <br />i <br /> <br />Councilmember Reimann requested that the issue of councilpersons serving on <br />commissions be researched. <br /> <br />Mayor ~eitman stated that he can serve on the Charter Commission because the <br />Charter Commission is not a City established commission. <br /> <br />Councilm6mber Cox requested Mayor Heitman to restate his ooncerns regarding <br />reading of resolutions prior to adoption and precinct liaison meetings to the <br />Charter Commission. <br /> <br />Mayor Heitman agreed to do so. <br /> <br />C. _Al!Do_ intunent Of Mr. Thomas Kurak To Economic Develo_]~nent Con]nission - <br /> <br />Councilm6mber Cox stated that any action at this time would in inappropriate <br />as the EDC vacancy has not been advertised in the City Newsletter. <br /> <br />Council took no action. <br /> <br />D. Plac~nent Of Anne Norris. Urban Economic Develo_rment Planner. On <br /> Permanent Emplo_vment Status- <br /> <br />Council unanimously consented to dispense with the reading of the resolution. <br /> <br />Councilm6mber COx stated that he thinks discussion of this case at this time <br />would be inappropriate due to the cease and desist order. <br /> <br />Mr. Schnelle stated that the cease and desist order expired on Friday, April <br />5, 1985; the matter will be going before the Personnel Ccmm~ittee on Thursday, <br />April 11, 1985. <br /> <br />Councilmember COx stated that he doesn't see much point in having a Personnel <br />Committee functioning in P~msey considering all the disrespect they get. <br />Councilm~nber COx stated that in reviewing some of the Personnel Committee <br />meeting minutes, he doesn't think the Comnittee is getting the proper respect. <br /> <br />Motion by Councilm6m~)er Cox and seconded by Councilmsmber Reimann to table the <br />case of placing Ms. Anne Norris on permanent employee status. <br /> <br />Further Discussion: Mayor }{eitman inquired as to how long and for what reason <br />Councilm6{nber Cox is proposing to table his case. Councilm~mber Cox stated <br />that the cease and desist order just ended and he would like an opportunity to <br />discuss matters openly. Councilmember Cox stated that it should be reviewed <br />whether or not the position of City Planner is needed in Ramsey. <br />Councilm~nber Cox stated that recently Mr. Schnelle was on vacation, another <br />top personnel m~nber was out of the office for 3 days and another personnel <br />m~nber took some vacation time; this was at a time during agenda preparation <br />and that agenda did get prepared; not sure that another Staff person is really <br />needed. Mayor }{eitman stated that he would like the Personnel Committee to <br />discuss placing Ms. Anne Norris on permanent employee status at their meeting <br />of April 11, 1985. Mr. Schnelle inquired if there was something causing the <br />Personnel Committee concern. Councilm~nber Cox stated that he read in the <br />Anoka Union that Mr. Berg stated that everything was fine until the Personnel <br /> April 9, 1985 <br /> <br />Page 7 of 14 <br /> <br /> <br />
