Ramsey should pay the developer for the
neoessary common excavation and muck excavation.

Oouncilmember Cox pointed out that in order to make the plat acoeptable, it
will require considerably more grading and excavation; the City will recover
it's payment to the developer for this excavation through the asses~ents to
that area.

Mr. Berg stated that the City could have built the MSA road with less yardage
excavation, giving no oonsideration to surrounding lands; this action would
have resulted in renderin9 sume lots useless; Mr. Raudio brought this fact to
the City's attention and that is the reason for the added excavation oosts.

Mayor Heitman inquired as to where the excavation cost estimates from.

Mr. Raatikka stated that he o~mputed the figures.

Mr. Raudio stated that there was a study going on during platting for an
alignment of the MSA road to extend from Anoka through Ram and Mr. Bolm
reluctantly agreed to let the MSA road go through this plat; the City
shouldn't penalize someone for cooperating; if the MSA road hadn't been
aligned through Flintwood II, it would have had to pass through Flintwood I or
in the area of KANO tower.

Mr. Raat/kka confirmed Mr. Raudio's statenent.

Counciln~mber (Dx stated that he was of the understanding that the development
would still receive assessments for the MSA road.

Mr. Berg stated that the new recommendation is to forego any asses~ents for
the MSA road in exchange for right-of-way donation, based on the fact that at
May 14, 1985
