Change Of _Speed Limit On 167th <br /> <br />Mayor Hei~nan called for a unanimous oonsensus to dispense with the reading of <br />the resolution. <br /> <br />(Duncilmember (]ox stated that at the last meeting he indicated and Council <br />took action to request that the Charter Gommtission review the necessity of the <br />reverse law in the Charter requiring the reading of resolutions, a law to which <br />Council has basically agreed is inappropriate. Councilm~mber Cox stated that <br />apparently the Charter Co~nission has not taken any action; there could be a <br />situation of 20 resolutions being read tonight if there isn't a unanimous <br />consensus to dispense with the reading. Councilmember Gox stated that in his <br />opinion, the Charter Cxmmlission very improperly forced a charter down the <br />throats of Ramsey citizens. ~he only way the fharter (b~nission will <br />understand is if they see there is a probl~; these concerns were initiated <br />well over 90 days ago and the Charter (lmmtission has not addressed th~ yet. <br />~he Charter Ommtission cannot even get a quor~n of mambers to attend meetings <br />to take action on items of concern like the 60 day waiting period imposed on <br />100% assessed projects. Councilmember Cox stated that the public has a right <br />to know why the Council will be reading all resolutions prior to adoption -- <br />certain (barter requir~ents create problems for the people of Ramsey and the <br />Charter O~n~nission is not addressing the issue. <br /> <br />Mayor Heitman stated that the Charter (/mmtission has not addressed the issue as <br />of yet. <br /> <br />Oouncilm~mber Cox replied that the Charter (lm~nission does not feel that the <br />changes to the (~arter request, ed are appropriate; the City has had to delay <br />appointments to vacancies on Omm~issions as a result of the newsletter <br />schedule. Councilmember (Dx stated that he has encouraged that the changes be <br />aco~nplished and as a result of the Charter (kmm~ssion's inability to act, <br />nothing has been done. (Duncilmember COx stated that he can provide <br />documentation distributed during Mayor Heitman's campaign stating that Mayor <br />Heitman will support the majority; Councilmember Cox stated that the majority <br />would like to knew the facts. Gounci~r (Dx explained that he received his <br />May 28 agenda on Friday, the eve of a holiday week-end, and he has not had a <br />chance to review all the resolutions in the agenda; therefore, the resolutions <br />should be read and the people in the audience, will also be well informed. <br />Councilmember Gox stated that another Charter requirement that is not r~cded is <br />Councilpersons serving as precinct liaisons; Counci~r Oox sited Mayor <br />~eitman's attendance of a reoent Landfill Ccmmtit~ meeting as an example of <br />how one person representing Council allows for a bad situation. <br /> May 28, 1985 <br /> <br />Page 14 of 31 <br /> <br /> <br />
