Motion by Mayor Heitman and seconded by Gpuncilm~r Opx to schedule a special <br />meeting for Wednesday, May 29, 1985 for the purpose of reading all resolutions <br />and ordinances proposed for adoption in the May 28, 1985 Oouncil agenda; action <br />on the proposed ordinances and resolutions would be accomplished at the June <br />23, 1985 Council meeting. <br /> <br />Further Discussion: Mayor Heitman inquired as to how many persons present in <br />the audience would like the resolutions read. Oouncilmember Cox stated that <br />the persons in the audience do not realize the depth of Mayor ~eitman's <br />question. ~ounciln~r Cox stated that Mayor Hei~ should how many of the <br />persons in the audience understand the City charter. Mr. Douglas Fountain, a <br />member of the audience present, stated that he understands that the City <br />charter gives the oommunity the right to hold City Council accountable to the <br />citizens. Oouncilmember COx stated that Mr. Fountain was exactly right, but <br />the charter is based on the rec~tions of the Charter C~ssion, not the <br />c~nunity. Mayor Heitman stated that he did say he would attend a meeting of <br />the Charter Gonmzission for the purpose of addressing charter concerns; at the <br />time of subsequent Charter meetings, he happened to be out of tow73 on <br />business and was unable to attend those meetings. Councilm~nber COx stated <br />that during Mayor Heitman's campaign he stated that he would implement the <br />charter as the citizens intended it; Councilmmmber COx stated that at times, <br />Mayor Heitman talks out of both sides of his mouth. <br /> <br />Mayor Hei~an called for a roll call vote: <br /> <br />Councilmember Sorteberg - Naye <br />Councilmember <Dx - Naye <br />Mayor Heitman - Aye <br />Councilmember Schlueter - Naye <br />Gounciln~r Reimann- Naye <br /> <br />Motion failed. <br /> <br />Mayor Heitman inquired as to who will read the proposed resolution. <br /> <br />ODuncilm~r (Dx stated that Mayor Heitman was C~airman of the Charter <br />O~ssion at the time the charter was being written and who should read <br />resolutions should have been addressed at that time. <br /> <br />Bill Pittman was present in the audience and stated that Gouncilm~nber (Dx has <br />been questioning everything the Mayor has said; that people in the audience <br />came to see Council attend to business and end up listening to this garbage all <br />night; Councilm~nber (3ox has been talking this same way for 22 years. <br /> <br />Councilm~r (Dx stated that Mr. Pittman is talking out of both sides of his <br />mouth too. <br /> <br />Mayor Heitman declared a Council recess at 8:44 p.m. <br /> <br />Mayor Heitman called the regular Council meeting back to order at 8:59 p.m. <br /> <br />Motion by Mayor Heitman to table Case ~2 Adoption Of Resolution Requesting <br /> May 28, 1985 <br /> <br />Page 15 of 31 <br /> <br /> <br />
