Change Of Spccd Limit On 167th Avenue ~ until the next regular ~ouncil meeting
based on the fact that there are people in the audienoe with business items to
be addressed that do not involve resolutions and that it does oost the City
money to have Staff persons present at Council meetings for the purpose of
oonducting business.

Councilmember Sorteberg seoonded the motion.

Further Discussion: Councilm~mber COx stated that a lot of people in the
audience may not think his actions are appropriate, but he was elected to
represent the people of Ramsey and he is serious about that. Gouncilm~m~er Cox
stated that the Mayor indicated that he is very supportive of getting the
requirement of resolution reading changed; apparently the Mayor recognizes that
it is a reverse law; if it is wrong, att~npts should be made to change it; as
an accountable representative, Councilmember COx stated that it is his
responsibility to attempt to change it. Councilmember Cox stated he will waive
the resolution reading this evening in view of the fact that there are near 20
resolutions to be adopted and reading all of them would prohibit any oo~munity
business from being acoomplished. Councilmember Cox stated that he has backed
off of the resolution reading issue for over 3 months and will back off for
another 30 days in order to allow the Charter Co~m%ission enough time to get a
quoru~ together to bring this reverse 1~ into proper perspective.
Councilm~ber Cox stated that there are other items in the charter that are of
concern to this oo~nunity as far as cost and future tax base and the Charter
Gon~ission must get off their duffs and address them. Mayor Heitman stated
that he will make every att~npt, within reason, to attend a Charter Ckmm~ssion
meeting to address these items and noted that he does not have much choice when
he must go out of town on business. Gouncilm~mber COx asked Mayor Hell,an if
the Charter (kmm~ssion meeting could be scheduled at a time when Mayor Heitman
is sure to be in town. Mayor Hell,an stated that he will request the Charter
(kmmission to do so. Councilm~mber Cox stated that he will agree to waive the
reading of resolutions until the next regular Council meeting scheduled for
June 25, 1985. Councilmember COx stated that if something has not been done by
June 25, the people can expect to be hearing resolutions read at Council
meetings. Counci]_m~mber Cox stated that citizens should have the right to have
resolutions explained; the citizens have always had that right in Ramsey.

Mayor Heitman withdrew his motion to table Case ~2.

Council unanimously consented to waive the reading of the resolution.

Motion by Counci~r Schlueter and seconded by Counc~r COx to adopt
Resolution f85-90 requesting the State of Minnesota reduce the spccd limit from
50 m.p.h, to 40 m.p.h, on 167th Avenue hW (MSA Route) between CSAH #5 and State
Highway #47.
