Mr. <br />Schnelle stated that the police department will oonsider the following offers: <br /> <br />a) 1 year ~ontract - 5% cost of livin9 and $10 per month increase in <br /> City' s share of hm~lth insurance, or <br /> <br />b) 2 year o~ntract - 4.5% each year for two years and $10 per month <br /> increase in health insurance each year. <br /> <br />Councilmember Reimann stated that if the City deletes the conditions regarding <br />training and administrative time, the City is increasing it's offer and not <br />receiving anything in exchange. (buncilmamber Reimann asked if Mr. Schnelle or <br />Mr. Auspos have oome up with any alternatives other than what is stated above. <br />O~uncilm~nber Reimann stated that there is no bargaining in what the police <br />have counter-offered. <br /> <br />Mr. Schnelle stated that no other alternatives have been discussed. <br /> <br />Oouncilmember Reimann stated that with a 4% cost of living increase and <br />longevity, each officer would actually be reoeiving a 10% increase. <br /> <br />Mr. Schnelle stated that a letter was received from Labor Relations and they <br />state that a 5% cost of living and $15 health benefit increase is in the <br />ballpark. Mr. Schnelle stated that the Federal Goverr~ent says that so~e of <br />the items included in Ramseys offer regarding administrative time and training <br />atter~ance are unfair labor practices. <br /> <br />Counci~r fbx stated that administrative time and training are in the scope <br />of doing the job; citizens don't realize how they are being taken. <br />Oounci~r Gox stated that this is not necessarily an opinion of his but it <br />is the opinion of a lot of people. It is no longer government by the people; <br />Council was voted into office to make decisions regarding City ~mployees and <br />Council doesn't have a lot of say anymore; the e~ployees join a union and take <br />what they want; it is goverr~ent for the people. Councilm~mber (bx stated that <br />State retirees received a 6-1/2% increase in retirement; the National average <br />increase major unions obtained was 2.4%; Ramsey's employees take a 5-12% <br />increase in one year. Councilm~mber Cox stated that people are beginning to <br />believe that goverr~ent is organized, legallized crime; government is an <br />octopus at your pocketbook. Councilm~mber Cox stated that some people run for <br />office because they are fed up; businesses are leavin9 Minnesota left and <br />right; Ramsey is updating all it's equiIm~nt while the rest of the economy is <br />going to pot; everything is backwards in Ramsey; it is time to be accountable <br />and reject unreasonable demands. <br /> <br />Councilm~nber Reimann stated that the negotiations with the police department <br />are one sided; they are telling the City what they want and will not take <br />anything less.
