Mayor Mei~an stated that Mr. Welsh is proposing to construct an addition to <br />his garage at 6336 ~ighway ~10 N~ and is requesting that the site and design <br />plan requirements be waived. ~e City has received complaints regarding the <br />appearance of the Welsh property; Mr. Welsh has also applied for a motor sales <br />license. <br /> <br />Mr. Welsh stated that the addition would be 10'x22' and would be used for <br />office and storage space. Mr. Welsh stated that he has improved the appearance <br />of his property over the past couple of weeks. <br /> <br />Mr. Schnelle stated that the access road to the property is not a street, it is <br />an easement and the City has been maintaining it over the years. <br /> <br />Mr. Goodrich stated that the City has maintained that horseshoe roadway for at <br />least 6 years and that constitutes it as a City street, even though it is just <br />an easement. <br /> <br />Councilmember Oox stated that if that street (easement) were upgraded in the <br />future, Mr. Welsh's building would be in the street right-of-way. <br /> <br />Mr. Welsh replied that he would not object to moving his building if that <br />upgrading occurs; he would even be agreeable to relocating the building during <br />this r~odelling. <br /> <br />Mr. Schnelle stated that the City will need a site and design plan due to the <br />nature of develoi~nent in that area. <br /> <br />Mr. Welsh stated he was quoted a price of $1,000 for a site m~d design plan. <br /> <br />Councilmember Cox suggested that Mr. Welsh prepare his own site and design plan <br />depicting parking areas, screening, etc. <br /> <br />Motion by Gouncilmember COx and seconded by Mayor Beitman to table Mr. Welsh's <br />case until Mr. Welsh provides the City with a site and design plan providing <br />pertinent information. <br /> <br />Further Discussion: Council directed Mr. Welsh to oontact City Staff regarding <br />items required in a site and design plan. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilme~bers Sorteberg, COx, <br />Reimann and Schlueter.
