Inc... <br /> <br />Mayor Hell,an inquired if the Metro Council and County have lifted the <br />development morator i~. <br /> <br />City Attorney Goodrich replied that the moratori~ has not been lifted and <br />no action ~cds to be taken by City Council at this time; Council can wait <br />until Waste Management of Minnesota sukmits a request for grading and <br />excavating after the moratori~ is lifted to address the issue. <br /> <br />Councilmember Cox stated that he is interested in 9etting that moratoriu~ <br />lifted; he would like to see some provision that Ramsay has taken action to <br />lift that moratori~ to avoid expansion of Site P ar~ e~oouraged the proper <br />closing of this landfill site as soon as possible. <br /> <br />Mr. Don Otter was present and stated that Waste Management of Minnesota will be <br />su~itting an application to the County very soon regarding the lifting of the <br />moratoria. <br /> <br />Mr. Goodrich stated that the City can provide input regarding the lifting of <br />the moratori~ when the issue oomes before the Gounty Board. <br /> <br />Counci~r Cox inquired as to why the Council can't take action this evening <br />based on the Landfill Committee's rec~tion. Oouncilm~r COx stated <br />that if it were a case of develolm~.nt wishing to occur in the moratori~ area <br />that would provide additional tax base to the c~ty, would the City support <br />that develo~ent's efforts or would the City have that develolz~_nt pursue the <br />lifting of the moratoriu~ on it's ewn. <br /> <br />Motion by Councilmmber COx to grant a grading and excavating permit to Waste <br />Management of Minnesota, Inc. based on the following: <br /> <br />1. To avoid playing any part in support/ng the expansion of Site P. <br /> <br />2. To have the moratoria ceased. <br /> <br />5 <br /> <br />A grading and excavating permit was recently granted to Mr. Walton <br />Sauter and Waste Management of Minnesota's request should be granted <br />on the same basis. <br /> <br />Further, that Metro COuncil ar~ Anoka COunty have enoouraged the selection of <br />Site P by imposing the moratori~ and Ramsey's action should be to make every <br />effort possible to see that certain areas of the landfill are properly covered <br />to insure better future use of the area for ir~trial/c(mm~ercial develolmm, nt. <br />Further, that this motion to grant the grading and excavating permit to Waste <br />Management of Minnesota, Inc. is not oontingent upon the Metro COuncil and <br />Anoka County lifting the develoim~.nt moratorium. <br /> <br />Councilm~mter Reimann seconded the motion for discussion. <br /> <br />Further Discussion: Councilme~er Reimann inquired if there is anything wrong <br />with Councilmmber Cox's motion.
