Councilmsnber Reimann stated that Ramsey residents living in the Elk River <br />School District pay high taxes; the City contributing to an Elk River School <br />district swinging pool besides is a double taxation. Oouncilnmmber Schlueter <br />stated that in her opinion, that pool should be maintained through school <br />district taxes. Gouncilmsmber Sorteberg noted that the City does contribute to <br />the Oo~nunity School Program; many Ramsey residents in the Elk River school <br />district do not particip~te in that program; in order to be fair to all <br />residents, maybe Ramsey should contribute to an Elk River program that benefits <br />Ramsey residents not participating in City subsidized programs. <br /> <br />Mayor Hei~an withdrew his motion and Councilm~mber Reimann withdrew his second <br />to the motion. <br /> <br />Motion by Mayor Heitman to table this case until June 11, 1985. <br /> <br />Councilm~mber Reimann stated that Ramsey should send a response to Elk River <br />School District denying the request for a contribution based on eoonomic <br />hardship and necessary cut-backs. <br /> <br />Mayor Heitman withdrew his motion to table this case. <br /> <br />Motion by Councilmenber Reimann and seconded by Gouncilmember Cox to disapprove <br />the expenditure of $825.00 to Independent School District ~728 to help in <br />operating the s~i~ing pool during the stm~er of 1985 due to the eoonomic <br />climate in the State of Minnesota, at this time. <br /> <br />Further Discussion: Counci~r schlueter stated that she doe~'t completely <br />agree with denying the request for a contribution; she would like to have more <br />information regarding the reason for the increase in amount requested; is Elk <br />River having probl~ns with their (bmmunity Education program funding. <br />Councilmember Reimann noted that Elk River residents get a reduced rate for <br />pool use; all residents of those cities contributing towards the pool <br />maintenance should receive that same fee rate. Councilmember Reimann stated <br />that Ramsey's letter of denial to the request should also note the <br />discrimination in pool fees. <br /> <br />Motion carried. Voting Yes: Councilm~mbers Sorteberg, COx and Reimann. <br />Voting No: Mayor Heitman and Councilmember Schlueter. <br /> <br />Mayor Heitman stated that his 'no' vote to the above motion does not <br />necessarily mean he is agreeable to paying the requested amount of $825; that <br />he feels a more appropriate action at this time would have been to request more <br />information from Elk River School District regarding the change in the amount <br />requested from previous years. <br /> <br />Mr. Rodney Caouette's Letter Regarding Permit Costs For Gn-Si~e <br /> Sept_ ic Sy_ stems: <br /> <br />Gouncil noted Mr. Caouette's letter dated April 29, 1985 regarding the City's <br />permit costs for on-site septic systems. <br /> <br />Counci~r Reimann noted that Mr. Caouette hired Leo Deschenes, who commonly <br />violates the City's permit requirement.
