Mr. Raudio stated that there is a good deal of dirt to be moved at River's Bend West, an ~platted parcel, in order to prepare it for o0~mercial develolm~.nt. The Co,mission pro~c~3d to prepare a proposed development agreement regarding the Grading and Excavating Permit for Mr. Arthur Raudio to include the foll(~ing items: 1) A phasing plan and restoration plan shall be provided; restoration will be that the developer will develop the property or restore the surface. 2) All final slopes shall be less than 4:1. 3) Hours of operation will be Monday through Saturaday: 7:00 a.m. to 8:00 p.m. 4) The applicant shall not grade and excavate more than 10 acres at a time. 5) A performance bond will be provided for an amount to be determined by City Engineer. 6) Ramsey reserves the right to inspect the pr~mises at any time. 7) No build-up of fill material shall be allowed on Hwy. #47. 8) All costs incurred by the City in administering the agreement shall be the responsibility of the applicant. 9) When excessive dust pollution is present or if winds are more than 30 ~sh, the operation will cease until the problem is resolved. 10) A legal description of the property. 11) Grading and Excavating permit is issued to Mr. Raudio, not the property, and does not beoome transferrable with the sale of the property. Motion by Co~m%issioner De~mer and seconded by C_~a~issioner Hendriksen to rec~mm~n~ that City Gouncil not require a public hearing and grant a grading and excavating permit to Mr. Raudio. Motion carried. Voting Yes: Chairman Peterson, fkm~issioners ~'cmer, Zi~merman, Hendriksen and Johnson. Voting No: None. Absent: Co~m%issioners Kennen and LaDue. Discussion Regarding City's Proposed Tax Incre~.nt Financing Motion by (k~nissioner ~er and seoonded by Co~mi~ioner Zi~erman to adopt Resolution %85-1 stating that the p~oposed plans are consistent with Ramsey's Comprehensive Plan and recommending that the City Council approve the proposed June 4, 1985 Page 5 of 6
