That Mr. Charles Delaney, hereinafter referred to as <br />"Applicant," has properly applied for a conditional use per~it to <br />hold an annual game fair. <br /> <br />2. The the Applicant appeared before the Planning and Zoning <br />Commission for a public hearing pursuant to City Ordinance on <br />July 2, 1985. That said public hearing was properly advertised <br />and ~ainutes of that public hearing are hereby incorporated by <br />reference. <br /> <br />3. That the subject property is generally known as that area <br />east of Lake Eddy and is legally described as follows: <br /> <br />The Southeast Quarter of the Northwest Quarter of Section <br />17, Township 31, Range ~5, Anoka County, Minnesota <br /> <br />-and- <br /> <br />The Northeast Quarter of the Southwest Quarter of Section <br />17, Township 31, Range 25, Anoka County, Minnesota. <br /> <br />4. That the subject property is located <br />District. <br /> <br />in an R-1 Residential, <br /> <br />5. That the Applicant is requesting to hold the annual game fair <br />for six days each year, the Friday, Saturday, and Sunday of the <br />weekend immediately preceding Labor Day Weekend and the Saturday, <br />Sunday, and Monday of Labor Day Weekend. <br /> <br />6. That the City received a note from Carl Po~raning stating <br />that he had no objection to the Applicant's request. <br /> <br />7. That the Standards for Consideration are as follows: <br /> <br />a) That the property is zoned R-1 and an annual ga~e fair <br /> is not a per~itted use in this zone; <br /> <br />b) That the adjoining property is either residential or <br /> vacant; <br /> <br />c) That the proposed use would create a change in <br /> traffic flow to the area once each year for six days~ <br /> <br />the <br /> <br />d) That there is no other similar use, an annual game <br /> fair, in the City; and <br /> <br /> <br />
