That Mr. Charles Delaney, hereinafter referred to as "Applicant," has properly applied for a conditional use per~it to hold an annual game fair. 2. The the Applicant appeared before the Planning and Zoning Commission for a public hearing pursuant to City Ordinance on July 2, 1985. That said public hearing was properly advertised and ~ainutes of that public hearing are hereby incorporated by reference. 3. That the subject property is generally known as that area east of Lake Eddy and is legally described as follows: The Southeast Quarter of the Northwest Quarter of Section 17, Township 31, Range ~5, Anoka County, Minnesota -and- The Northeast Quarter of the Southwest Quarter of Section 17, Township 31, Range 25, Anoka County, Minnesota. 4. That the subject property is located District. in an R-1 Residential, 5. That the Applicant is requesting to hold the annual game fair for six days each year, the Friday, Saturday, and Sunday of the weekend immediately preceding Labor Day Weekend and the Saturday, Sunday, and Monday of Labor Day Weekend. 6. That the City received a note from Carl Po~raning stating that he had no objection to the Applicant's request. 7. That the Standards for Consideration are as follows: a) That the property is zoned R-1 and an annual ga~e fair is not a per~itted use in this zone; b) That the adjoining property is either residential or vacant; c) That the proposed use would create a change in traffic flow to the area once each year for six days~ the d) That there is no other similar use, an annual game fair, in the City; and
