I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />PR0(~EDINGS OF CITY 00UNCIL <br /> PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA CDUNT~ <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City (buncil conducted a public hearing on Tuesday, July 9, 1985 at <br />the Ramsay Municipal Oenter, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota <br />regarding adoption of a development program for proposed Development District <br />No. 1 and adoption of Tax Increment Financing Plan for proposed Tax Increment <br />Financing District No. 1. <br /> <br />Members Present: <br /> <br />Mayor Gary Heitman <br />(buncilmember A1 Sorteberg <br />Councilmember Gary Reimann <br />Councilmember Jean Schlueter <br />(buncilmember Arnie (bx <br /> <br />Also Present: <br /> <br />City Administrator Lloyd Schnelle <br />Director of Technical Services Clayton Berg <br />City Attorney William Goodrich <br />City Planner Anne Norris <br />Reporter Angela Flint <br /> <br />CALL TO ORDER <br /> <br />Mayor Heitman called the public hearing to order at 7:45 p.m. <br /> <br />CITIZEN INPUT <br /> <br />Ms. Norris summarized the Tax Increment Development Plan and Districts. <br /> <br />Mayor Heitman explained to the audience the theory of tax increment financing. <br /> <br />Dick Sieber - 154th and Marmoset - Expressed concern for citizen oontrol on any <br />bonding that might occur for tax increment financed projects. <br /> <br />Mr. Schnelle stated that any bonding is subject to Charter requirements. <br /> <br />Motion by ~ouncilmember Schlueter and seconded by Mayor Heitman to adjourn the <br />public h~_ring. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Oouncilm~nbers Sorteberg, Oox, <br />Reimann and Schlueter.
