! <br />I <br />I <br />I <br />I <br />i <br />i <br />I <br />i <br />I <br />! <br />I <br />I <br />! <br /> I <br /> I <br /> I <br /> I <br /> <br />minutes~ Council can oo~ment on the minutes but not approve then; commissions <br />can sukmit to Council whatever they choose to. <br /> <br />Mayor Heitman referred to the June 19, 1985 Airport Con, mission meeting minutes; <br />there was not a quoru~ present and their request for funding for a one-page <br />flyer came to Council by way of a consensus; what are the ramifications of <br />oonducting business by consensus in lieu of a motion? <br /> <br />Mr. Goodrich stated that a quorun is needed to conduct an official meeting; a <br />recommendation from 9 cc~mission m~mbers does not mean any more than a <br />reoc~nen~tion from 4 co~ission m~nbers as it is Gou~cil's decision whether or <br />not to accept reconm~ndations. ~his ruling does not apply to Planning and <br />Zoning reoo~mendations as they have statutory obligations to follow. <br /> <br />Motion by Councilm~mber COx and seconded by Counciln~nber Schlueter to direct <br />that City Staff inform all City bodies that Gouncil will not consider any <br />recommendations or requests that come from less than a majority of the City <br /> <br />Further Discussion: Mayor Heitman stated that it should be noted that Council <br />still wishes to receive meeting minutes of those City bodies, whether or not <br />there was a quoru~ present. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilm~mbers Sorteberg, COx, <br />Reimann and Schlueter.
