The Legislature of the State of Hinnesota <br />~as in Minnesota Statutes 1974, C. 104 and bI.S.A. 462.357 delegated the responsibil- <br />ity to local governmental units to adopt regulations designed to minimize flood <br />losses. Therefore, the Council of the City of Anoka does ordain as follows: <br /> <br />(2) Findings of Fact. <br /> <br /> (A) The flood hazard areas of the City of Anoka, Minnesota, are subject <br />to periodic inundation which results in potential loss of life, loss of property, <br />health and safety hazards, disruption of commerce and governmental services, extra- <br />ordinary public expenditures for flood protection and relief, and impairment of the <br />tax base, all of which adversely affect the public health, safety and general welfare. <br /> <br /> (B) blethods used to Analyze flood hazards. This ordinance is based upon <br />a reasonable method of analyzing flood hazards which is consistent with the standards <br />established by the Hinnesota Department of Natural Resources. <br /> <br /> (3) State of Purpose.
