The retail building is located at and parallel to the street <br />right-of:way. Parking for this thcility is behind the structure and located away.from the street. <br /> <br />Architectural Standards: In accordance with stated goals of the Town Center design guidelines, <br />detailed elevations regarding architecture for the building have been provided. The architectural <br />features of the northwest retail building are multi-sided and include diversity in texture, color, <br />shapes, projections, recesses, height, and transparency at street level. The selected materials <br />include EIFS integrally treated with color, split face CMU block, precast concrete, brick veneer, <br />pre-finished metal accents and awnings. The TC-2 District requires buildings to be 1-3 stories ~n <br />height. The retail building is one-story. <br /> <br />The guidelines recorm-nend 35% of the total ground level street front fa,cadre be glass openings. <br />Calculations of exterior material finishes must be provided in order to determine conformance <br />with the design guidelines. <br /> <br />The building contains access doors on the south elevation only, facing the parking lot. The <br />guidelines recon2~nend access doors facing public streets, which in this case would be Sunwood <br />Drive: .Access doors on Sunwood Drive would carry through the intent to promote the use of <br />sidewalks. Additionally, there is public parking on Sunwood Drive and it would seem <br />appropriate to be able to access the shops from Sunwood Drive rather than walking around the <br />building to the doors on the south side. While it is understood that dual entrances to a retail <br />facility become a security and staffing concern for the tenant, perhaps there are some design <br />options lbr a common entry way into the building from Sunwood Drive. <br /> <br />The 'design guidelines encourage the use of brick. At least 50% of the non-glazed wall area <br />should be brick or a comparable alternative. As stated above, the exterior material calculations <br />must be provided in order to determine conformance with the guidelines: <br /> <br />Planning Commission Review: The original site plan application reviewed by the Plann/ng <br />Commission on July 12 was for the Coborn's Grocery Store and the northeast corner retail <br />building. At that meeting, it was requested that the site plan approval include the addition of the <br />northwest corner retail building. It was determined that because all of the buildings on Lot 1 <br />share the same drainage, parking, landscaping issues, the site plan for the third building could be <br />~brwarded to City Council on July 27 provided the building elevations and material calculations <br />were submitted to City Staff for review. Additionally, the Council approval will be contingent <br />upon a favorable review of the building elevations on August 5 by the Planning Commission. <br /> <br />The City Council will be meeting at 7:00 p.m. on Tuesday, July 27, 2004 at Ramsey Fire Station, <br />15050 Armstrong Blvd.; to review the preliminary site plan.
