even require the special district. They are not asking to completely do away with the public <br />hearing, as it is a legal notification process and they would have to go to the expense again. At <br />this time staff is requesting a continuance. <br /> <br />Assistant Public Works Director Olson indicated the map included in the Council's packet shows <br />three of the original roadway improvements that would be upgraded as part of the AUAR <br />completed in June of last year. All three of these roadways will be constructed with two lanes in <br />each direction and turn lanes at the major intersections. The reason cost information is not <br />included in this case is because it is a compIetely separate step to assign money to be levied with <br />this district. This is just one step to establish the district; the next step is to go through the <br />process to determine what is eligible for use within the district. The discussion in the past has <br />been that there is roughly in the 14 million dollar range of improvements that would be necessary <br />as part of this project. <br /> <br />Councilmember Kurak indicated it has come to her attention there are some major negotiations <br />that have been going on by the committee and she would like to be more involved with the <br />communication of what is going on. There are big enough changes to what they consider the <br />Master Development Agreement that she thinks the whole Council should be more informed. <br /> <br />City Administrator Norman replied this topic will be put on the agenda of a work session. <br /> <br />Mayor Gamec commented the committee knows that anything that we do must be brought to the <br />Council. <br /> <br />Councilmember Kurak stated she would like the conversations with the developer to be geared <br />more towards Council and less towards committee. <br /> <br />City Administrator Norman explained the developer will be at the work session discussion. <br /> <br />Councilmember Cook noted going forward with this and making a special district does not mean <br />they ever have to use it or levy off if it, they just need to set it up to make sure it is available if <br />needed. <br /> <br />Assistant Publi~ Works Directoi- Olson explained staff is trying to make sure they are all on the <br />same page relative to the establishment of this district. <br /> <br />Councilmember Cook asked if holding the public hearing tonight still fulfills the public hearing <br />part of this if they decide'later to go forward with the district. <br /> <br />Assistant Public Works Director Olson replied the public hearing should not be closed. <br /> <br />Citizen Input <br /> <br />There was none. <br /> <br />Motion by Councilmember Elvi.g, seconded by Councilmember Pearson, to continue the public <br />hearing. <br /> <br />P52 <br /> <br />City Council/June 8, 2004 <br />Page 6 of 22 <br /> <br /> <br />
