Voting No: None. <br /> <br />Case #7: Adopt Ordinance (Special Fire Protection Systems) to Include Chapter 1306 <br /> to the Minnesota Building Code (Continuation from 6/08/04 CC Meeting) <br />Public Works Director Kapler reviewed that a public hearing was held to introduce this <br />ordinance at the May 25, 2004 City Council meeting. He noted the inclusion of this chapter in <br />City Code does not affect unattached one and two family homes unless they are over 8,500 <br />square feet. The Fire Chief, Fire Code Inspector, and the Building Official all feel adopting <br />Chapter 1306 is vital to the long-term safety and economic stability of the community. <br /> <br />Councilmember Kurak clarified the-8,500 square feet in a single family home would include the <br />basement and garage, as well as the garage on townhomes. <br /> <br />Public Works Director Kapler responded in the affirmative. <br /> <br />Councilmember Elvig noted there was some conversation earlier as to concern about what this <br />does to the cost of the building. He spent time with Public Works Director Kapler and a few <br />other folks, and there are equivalencies they need to look at to make these more affordable. This <br />installation is simpler than he had thought, and it is his understanding there are other systems <br />available that are UL listed, with a flexible hose with snap type fittings. This does not have to be <br />a separate system, but he does not know if all the contractors are aware of this. He inquired if <br />there is some way to educate people as to how minimal this is, and yet it is a broad safety issue. <br /> <br />Public Works Director Kapler indicated something could be put in print that systems that are <br />within the building code equivalencies are allowed as long as the officials agree. Those officials <br />would be himself and the local building official. They are more than willing to look at systems <br />as long as they follow what the code stipulates. <br /> <br />Councilmember Elvig explained he was speaking of a type of an educational packet. <br /> <br />Mayor Gamec suggested there could be a sheet with information available, similar to information <br />regarding decks in the City. <br /> <br />Councilmember Kurak stated her concern was regarding the homeowner after they moved in <br />with the maintenance and upkeep of how to handle the. system. For instance a single mom in a <br />townhome would not likely know how to upkeep this type Of system.
