Voting No: None. <br /> <br />Further Discussion: Mayor Gamec stressed the need to review the sig-n issue. <br /> <br />Case #10: Request for Interim Use Permit to Allow for Outdoor Storage as a Principal <br /> Use in the E-1 Employment District; Case of Nohad Loabnch <br />Community Development Director Frolik explained Nohad Loabnch of Metro Environmental <br />Site Services Inc. has submitted an application for an Interim Use Permit to allow for outdoor <br />storage of construction trailers and boxes as a principal use on the property located off of 156th <br />Avenue situated within West Ramsey Industrial Park. Mr. Loabnch's property is approximately <br />two acres in size and is zoned E-l Employment. The applicant owns Metro Environmental Site <br />Services Inc., which requires storage of three construction boxes and three trailers. City Code <br />states outside storage of equipment is permitted with the issuance of a conditional use penrdt. <br />The applicant decided to apply for an interim use permit due to the fact that he does not plan on <br />utilizing the subject property for outside storage as a principal use for the life of the property. <br /> <br />Community Development Director Frolik indicated the Planning. Commission held a public <br />hearing and reviewed the request at their June 3, 2004 meeting. Kevin and Jennifer Lynnes' <br />stated concern and opposition to the interim use permit during the public hearing. Mr. and Mrs. <br />Lynnes' stated that they believe the applicant to be storing hazardous materials in the <br />construction boxes and to be parking business vehicles on the public street in close proximity to <br />their business. The applicant assured the Planning Commission and staff that no hazardous <br />materials are being stored on the subject property and the company vehicles are related to picking <br />up and dropping off the equipment. The applicant is requesting a four year interim use permit. <br />The Planning Co~mnission stated some concern related to the requested four year tenn. The <br />Planning Commission recommended the City Council approve the interim use permit for a term <br />of two years. The Planning Commission also stated their concern about the possibility of <br />hazardous materials being stored on the property, therefore, staff included a condition in the <br />interim use permit that clearly states no hazardous or hanrtful materials are to be stored within <br />the construction trailers or boxes. Staffdid try to set up a meeting between the Lyno. es' and Mr. <br />Loabnch, but the Lynnes' did not return staff's calls. <br /> <br />Mayor Gamec questioned the two year period for the interim permit. He stated the City had a <br />hard time cleaning .up this area and he would question if it is proper to have storage like this. <br /> <br />Community Development Director Frolik replied there is screening from the trees, and the <br />storage is quite a distance, with only six pieces of equipment.
